    3. Manufacturing industrial data and survey: The case of Viet Nam

    4. 1.1 Sources of Manufacturing Industrial Data Main sources of the manufacturing industrial data in Vietnam is from industrial enterprises which collected through the censuses and surveys. Sometimes, we base on other sources such as tax office, registration office of enterprises, administrative local offices, ministries, etc.

    5. (1)Censuses: The first economic census in 1995: This census covered all of business enterprises and administrative offices. Industrial census in 1998: Covered all of industrial enterprises. Census in 2001: Covered all of business enterprises established by law.

    6. (2)Industrial sample surveys . Industrial sample surveys in Vietnam are implemented every month and year. . Scope and coverage of the monthly industrial sample survey: - With state and foreign invested enterprises: covered 100% of enterprises every month and year - with The private enterprises and small industrial households : Doing sample survey.

    7. 1.2 The use of manufacturing industry Main users of manufacturing industry data are: - The Government - The international agencies such as UNDP, UNIDO, WB, IMF, ASEAN, etc.

    8. 2. Data collection / reporting system

    9. 2.1 Survey design: - Every month the industrial state and foreign invested enterprises are surveyed 100%. - The monthly sample survey in Vietnam is applied to the private enterprises and the small industrial households.

    10. Two methods to do sample survey: One-stage sample design. Two-stage sample design.

    11. One-stage sample design: - Each district is a sample frame. - A one-stage sample design where the enterprises were selected from a list of enterprises within the district. - The enterprises were sorted in sectors and ordered in descending order according to turnover. - Two strata were formed, the stratum boundary being the average turnover.

Two-stage sample design: - A two-stage sample design where in the first stage three communes were selected with PPS (Proportion Probability to the Size). - The size measure being number of enterprises in the commune. - In the second stage enterprises were selected using list sampling in much the same way as in the one-stage design.

    13. 2.2 Data collection and reporting system: * Below are variables collected every month from enterprises: Name of enterprise Address Main activity Type of ownership No. of employees Turnover Produced and sold products

    14. * Indicators are combined and published every month: Industrial gross output (by the constant prices in 1994) and index of industrial production . Main industrial products produced and index of main products.

    15. * Scope and coverage of data collection: - The enterprises having from 01 and more employees.

    16. * Methods of data collection: For The state and foreign invested enterprises: Applying regularly reporting system. For the private enterprises: Applying sample survey by indirect method For small industrial households: Directly interview by enumerators .

    17. 3. Data processing and publication

    18. 3.1 Agencies involvements - General Statistics Office (GSO). - Provincial Statistics Offices (61 PSOs) - District statistics Bureaus (630 DSOs). - Beside, The GSO also collects data from ministries.

    19. 3.2 Classification adopted: - The industrial statistic of Vietnam adopts the ISIC in 1993 (revision 3). - Every month the industrial data is not classified by ISIC, it is classified by type of ownership. - The annual data is classified by ISIC 2 digits and data from censuses is classified by ISIC 4 digits.

    20. 3.3 Data processing - For month and annual surveys: Data is entered and combined by district and provincial statistics offices and then sent the combined report to the GSO. Data of 61 provinces is combined at the GSO for whole country. - For censuses: Data collection and entry is carried out by provincial statistics offices and then the original records is sent to the GSO by modem for combination.

    21. 3.4 Publication and dissemination. For monthly and annual surveys: The GSO Vietnam publishes data by some types such as: Press conference to announce to the users, TIVI, media, pamphlets, text, internet, etc. For censuses: Types of announcement are the same monthly and annual surveys but more detail and with in-depth classification by ISIC, types of ownership and geography.

    22. 4. Final Remarks

    23. 4.1 Shortcoming of the month industrial short-term indicators of Vietnam: (1) The industrial production index in Vietnam to reflect grouth rate of the industry every month is index of the gross output based on table of the constant prices in 1994. (2) Number of industrial products collected every month is very little. It is only 35 commodities. (3) The industrial data every month is not classified by ISIC.

    24. (4) The industrial statistics still covers area of small industrial households with a large number of unit. So that the data collection and combination is difficult, late and waste of time, budget. (5) The infrastructure of the local statistics offices such as computer is limited and computer using capacity of the local statisticians is inadequate of experience. (6) Budget from the government provides for the statistical field is little.

    25. 4.2 Main improvement of the industrial statistics system in the future: (1) Near future the short-term of the industrial statistics will be implemented by two methods (or one of two) as following: + Calculating index of the industrial production by gross output in producer’s current prices (reject constant prices) and using producer’s prices index. + Calculating index of the industrial production every month by volume of products which covering more than 70 percents output of whole industry.

    26. (2) Monthly short-term indicators will be classified by ISIC 2 digits. (3) Vietnam has been doing the pilot survey on monthly and quarterly business tendency (BTS). In the future this survey could be applied officially every month or quarter. (4) The feature of the data collection, entry, combination and dissemination will be issued by the GSO and carried out for whole industrial statistics system from the center to the local.
