  • Cargo structure is for more frequent small shipments – ignoring loading time restrictions

  • Control measures politically sensitive

  • Although involved in planning – chamber of commerce continues to claim „free access“ to city

  • Media coverage on traffic issues emphasises the problems – although of little significance
