  1. MHSOAC Commitment to Strengthening of Statewide Mental Health Data Collection, Reporting, and Quality Improvement Systems Renay Bradley, Ph.D., Director of Research and Evaluation

MHSOAC Data Strengthening Efforts • MHSOAC has committed over $2.5M over past 3 years to supporting and strengthening the DHCS-owned data collection and reporting systems • Resources, training, and technical assistance to counties • Revisions to IT infrastructure • These systems have not been well maintained and do not fully meet needs of providers, counties, or the State • Attempts to strengthen thus far = “band-aid” approach…need to truly strengthen system so that it meets our collective needs of promoting positive outcomes across our mental health system

MHSOAC Data Strengthening Efforts (cont.) • MHSOAC has been collaborating with the Department of Mental Health and the Mental Health Planning Council • Goal is to to consider how to best improve our system • Plan to include Mental Health (all MHSA components), Substance Use Disorders, and Medi-Cal • MHSOAC entered into a contract with UCSD Health Services Research Center in May 2014 • Goal is to build the foundation of the system for the Adult CSS component (i.e., system “requirements”) • System requirements for children’s system of care currently being developed with EPSDT Performance Outcome System • MHSOAC is about to enter into a contract to conduct a Feasibility Study Report/Advanced Planning Document • Goal is to assess whether current system meets needs and what steps to take to get those needs met • Will include consideration of associated costs, requests for those funds, and a timeline for adoption of recommendations

  4. CSS Tracking, Monitoring, and Evaluation Project • Contractor: University of California, San Diego / Health Services Research Center • PI: Dr. Andy Sarkin • Timeframe: May 2014 – June 2016

Contract Research Questions • What statewide methods should be employed to ensure proper tracking, monitoring, and evaluation of adults receiving CSS services? • What policies, practices, systems, and infrastructure should be created and/or modified to better track, monitor, and evaluate adults receiving CSS services? • How effective are services for adults who receive less comprehensive services than what is provided via Full Service Partnerships? • What policies, practices, systems, and infrastructure should be created and/or modified to better serve adults within the CSS component?

  6. Contract Scope of Work • Development and implementation of a data collection system for adults receiving services via CSS that allows for evaluation of those clients and services • Evaluation of the efficacy of services for adults who receive less comprehensive services than what is provided via FSP • Creation of policy and practice recommendations for how to improve upon current CSS services, evaluation, and quality improvement systems

Project Deliverables and Timeline • Report of Proposed System; due January 2015 • Report of Proposed Implementation Plan to Pilot the System; due January 2015 • Report of Evaluation Results; due March 2016 • Report of Policy and Practice Recommendations for How to Improve CSS Services, Evaluations, and Systems; due March 2016

Developing the Proposed System (i.e., system “requirements”) • Goal: Identify what data needs to be collected (and used by providers, counties, State) to ensure the successful recovery of consumers (i.e., to ensure that the quality of our mental health services and systems can be continuously assessed and improved upon) • Opportunity for Counties and Providers (and all other Stakeholders) to provide input regarding system requirements • Current State/county/provider requirements and utility of those requirements • Additional needs/desires/preferences • Volunteer survey will be disseminated within the next month • Interviews and/or focus groups will also be conducted

Assessment of System Requirements • Will be used for UCSD Deliverable 1: Report of Proposed System • This proposed system will be piloted in volunteer counties so that the recommended system can be further revised/strengthened • Pilot will be used to assess non-FSP services under CSS • Will contribute toward requirements gathered via forthcoming FSR/APD • Requirements (i.e., system needs) will be compared against what our current system provides so that recommendations can be made regarding steps that will enable our current system to meet our collective needs

Opportunity • This is our chance to work together to build a comprehensive statewide behavioral health data collection and reporting system that can truly be used to promote positive outcomes across the State • We need your input to ensure that what is proposed works for you and meets your needs
