  1. OneNuke Equipment Clearance Order (ECO) Application Request

  2. OneNuke OneNuke • Plant Operations Department has requested major enhancements to the ECO application: • Regulator Changes. • Tag Sharing. • Print directly on tags.

  3. OneNuke OneNuke • Regulatory Change • Recent changes to the "Standard Interpretations" from U.S. Department of Labor Occupational Safety & Health Administration (OSHA) for tracking of individual workers beyond what was originally considered in 29 CFR 1910.269.

  4. OneNuke OneNuke • Tag Sharing: • The Institute of Nuclear Power Operators (INPO) has recognized the concept of “tag sharing” as a “best practice” towards reduction of man-rem.

  5. OneNuke OneNuke • Direct tag printing: • OneNuke desires to change the current method of printing ECO tags: this change will allow us to print directly on the tag instead of printing a label then adhering the label to the tag.

  6. OneNuke • At OneNuke the Equipment Clearance Order (ECO) Program ensures the following conditions are established and maintained: • Personnel Safety. • Equipment Protection. • Providing information to plant personnel. • Alerting of unusual equipment conditions. • Component operation with strict control maintained during component manipulation or maintenance. • Temporary configuration control of plant equipment.

  7. OneNuke OneNuke • Business Value • Regulatory change: ROI not required. • Tag Sharing will save OneNuke approximately 5000 tagging activities per outage (18 month fuel cycle). • Printing on tags directly will save approximately 30 seconds of plant operator time per tag printed.

  8. OneNuke OneNuke Cost Projections Analysis 1 Senior Reactor Operator 120 hours.(Staff $75/hr) $ 9,000 1 Analyst 180 hours. (Staff $70/hr) $ 12,600 Development 1 programmer 640 hours. (Contractor $100/hr) $ 64,000 Testing: 1 Senior Reactor Operator 80 hours.(Staff $75/hr) $ 6,000 1 Reactor Operator 80 hours.(Staff $60/hr) $ 4,800 1 Analyst 80 hours. 9. OneNuke OneNuke Benefit Projections Tangible Benefits: • 5000 tagging activities per outage per unit (18 month fuel cycle) Assumption based on query of existing application for tag duplication during outages. (Assume 15 min per activity at $40/hr) 2 units = 10000 tags per 18 months = 6,667 tags/yr 6,667 / 4 * 40 = $66,670/yr savings • 55,000 tags per year. (Assume 30 seconds to affix label to tag and laminate at $40/hr). • 55000/120 * 40 = $18,333 Total Benefits: $85,003/year Break-Even Point: 2.78 years

  12. OneNuke OneNuke • Intangible Benefits: • Regulatory compliance. • Man-rem savings. • Align OneNuke with INPO best practices. • Human error reduction (attaching label on wrong type of tag).

  13. OneNuke OneNuke Special Issues and Constraints Regulatory: 29 CFR 1910.269. Corrective Actions: XX-6492 YY-3451 References: Procedure ECO1 Procedure ECO1A Other: Implement after Spring 2007 outage. Project will require new ECO tags and printers.
