  12. Test Security Policies and Procedures

  13. Test Security • Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences such as test invalidations and/or loss of teaching certification. • Please carefully read: • the Test Security Policies and Procedures • the Florida Test Security Statute • the Florida State Board of Education Test Security Rule • All personnel involved in test administration must read and sign the appropriate Test Administration and Security Agreement • Test administrators will also be required to sign a Test Administrator Prohibited Activities Agreement indicating that they understand prohibited activities during test administration and possible consequences of inappropriate behavior • Test administrators will record their certification numbers on the Test Administrator Prohibited Activities Agreement

Examples of Prohibited Activities • Reading, revealing, or copying the passages or test items before, during, or after testing • Explaining or reading passages or test items to students (except for ESE accommodation) • Changing or otherwise interfering with student responses to test items • Copying or reading student responses • Causing achievement of schools to be inaccurately measured or reported

  16. Testing Rules Acknowledgment • All tests include a Testing Rules Acknowledgment that reads: “I understand the testing rules that were just read to me. If I do not follow these rules, my test score may be invalidated.” Prior to testing, students must acknowledge the testing rules that the test administrator read to them by clicking or signing below the Testing Rules Acknowledgment. • Location of Acknowledgment • Inside the front cover of the test document – Paper/Pencil • After the Welcome Screen – CBT • If a student refuses to sign: • The test administrator immediately notifies the school assessment coordinator. • The school assessment coordinator removes the student from the testing room and the student is not permitted to test.

  17. Electronic Devices-Students • School personnel must ensure that students do not have access to their cell phones or other electronic devices at any time during testing, including breaks (e.g., restroom breaks, lunch), if they will return to complete a test session. • If a student is found to be in possession of ANY electronic device(s) during testing OR during a break, his or her test must be invalidated. • Students and parents/guardians must be made aware of this policy prior to testing. • Electronic devices sign must be posted prior to testing where it will be visible to all students.

Electronic Devices-Test Administrators/Proctors • Test Administrator Prohibited Activities Agreement – “I understand that during testing I may not: Use my cell phone, check email, grade papers, or engage in other activities that will result in my attention not being on students at all times.” • Every script – “At this time, ensure that your own electronic devices are turned off.”

  19. Test Security • The security of all test materials must be maintained before, during, and after test administration. • Under no circumstances are students permitted to assist in preparing secure materials before testing or in organizing and returning materials after testing. • After testing, all secure materials must be returned immediately to the test coordinator and placed in locked storage. • The Test Materials Chain of Custody Form must be maintained at all times (Paper/Pencil Only).

  20. Test Security • No more than three people should have access to the locked storage room. • Secure materials should never be left unsecured. • Secure materials should not remain in classrooms or be taken off the school’s campus overnight. • Secure materials should never be destroyed (e.g., shredded, thrown in the trash), except for soiled documents.

Test Security • Test administrators must NOT administer any assessment to their family members. • Students related to their assigned test administrator should be reassigned to an alternate test administrator • Under NO circumstances may a student’s parent/guardian be present in that student’s testing room • Precautions must be taken at testing sites when students are unknown to the test administrator or other school staff. • Photo identification, such as a driver’s license or school ID, must be checked before admitting unfamiliar students to a testing room

Test Security • During testing a test administrator MUST move around the room and ensure that students: • have cleared their desks of all materials except the appropriate test materials • are using on No. 2 pencils (mechanical pencils, ink pens, highlighters, crayons, markers, correction fluid, etc., are NOT permitted) • do not have books, notes, scratch paper, or electronic devices of any kind during testing, even if they do not use them • do not talk or make any disturbance • are working independently • are recording their answers in the appropriate area

  23. Test Security • During testing a test administrator MUST NOT: • Talk with students about any test item • Help students answer any test item • Check through test and answer books and return them to students • Discuss test items or answers with students even after all test materials have been returned and testing has been completed • Use classroom or cell phones • Grade papers • Read • Work on the computer

Important Fall Dates • FLKRS (ECHOS and K-FAIR) Administration: • ECHOS: August 19 - October 1 • K-FAIR (DD, DDD & F): August 26-September 17 • K-FAIR (All Others): August 26-October 1 • FAIR Administration: • DD, DDD & F schools: August 26 – September 17 • Remaining DA Schools: August 26 - October 15 • All scores MUST be entered into PMRN by these deadline dates.

Reminders for 2013 • K-FAIR is the Broad Screen only • Includes Letter Naming and Phonemic Awareness • In addition, at kindergarten, DA schools MUST complete the Broad Diagnostic Inventory and the Targeted Diagnostic Inventory • DA school MUST also complete all components of FAIR at grades 1-12 • Manuals for teachers must be downloaded and copied from: • http://www.fcrr.org/pmrn/flkrs/index.shtm

At the Conclusion of the Assessment • Collect and account for administration manuals and reusable screening materials from the examiners. • Store reusable materials in a secure location for use with future FLKRS administrations. • Dispose of administration manuals so they cannot be used in future administrations.
