Component 2 - Landfill and Reuse (2) Planned Action • Set criteria for planning and enabling appropriate after-use on restored landfill sites • Study strategies of overcoming public opposition against waste management developments Co-operation • Learn in particular from Halle and Fryslan • Share potential solutions/practices with all partners

Component 3 - Separate Collection (1) Challenges • Low proportion of waste recycled and composted • Poor and voluntary participation rates • Export of large proportion of recyclable material to other regions and out of UK Objective • Learn about cost-effective techniques and end markets for collected material • Learn how to develop a ‘culture’ of waste reduction/ reuse/recycling • learn best from partners how to influence public attitudes and behaviour
Component 3 - Separate Collection (2) Planned Action • Study different ways to encourage and promote recycling of household waste with citizens • Explore how markets for recyclable material can be established regionally (include commercial waste) Co-operation • Learn in particular from Halle, Fryslan, Genova and above-average local South East England • Share potential solutions/practices with all partners
Component 3 - Separate Collection (3) Phasing • Until End 2005: Share experience with partners about planned actions • Then: Prepare studies for favourable options Budget • Staff time - Dave Ricketts (Surrey) - Regional Component Lead; also Les Mockford and Lesley Hunt (Adur), John Gower (Environment Agency) • Small-scale study on each topic (promoting recycling and markets) - ca. 11000 Euro available
Component 4 -Organisation Structure (1) Challenges • Scattered responsibilities in waste collection, disposal and planning Objective • Investigate comparative strengths and weaknesses of partners’ organisation structure with a view to achieving a co-ordinated approach to waste management (increase treatment and recovery/reducing landfill) • Explore best practice in any partners “two tier” system
Component 4 -Organisation Structure (2) Planned Action • Study advantages and disadvantages of UK collection, disposal and planning system, and role of public and private sectors Co-operation • Learn in particular from Fryslan, Halle and Recycling Institute • Share potential solutions/practices with all partners
