  15. The generic approach to assessing and managing urban river rehabilitation • The following slides describe the generic approach which includes • The steps in the tool for assessing the potential for rehabilitation of an urban watercourse • The steps of construction and utilisation in river rehabilitation • The generic approach does NOT include the process of developing policy or strategic planning

  17. 1a Formulating river rehabilitation goals • Set high level goals and more specific objectives Example Goal: To improve the aesthetics of the river Objectives: Increase the natural components of the river, increase the accessibility of the river • The goals should be complete so that they include all aspects that might affect the final decision

  18. Process 1a – Formulating River Rehabilitation Goals Start Assess Baseline Condition 1a.1 Set goals and objectives* 1a.2 Set Boundaries 1a.3 Identify Controlling Factors 1a.4 S S S Go to Process 1b * Can relate to policy, development plan or project 1. Set broad goals 2. Consultation with stakeholders 3. Set specific objectives 1. Define time-scale of plan or project 2. Define spatial extent of assessment 3. Define time-scale for assessment 4. Determine resources for assessment 1. Check legislative requirements 2. Determine financial limits 4. Check relevant strategies and plans (including flooding, environmental, landuse planning etc) 5. Identify stakeholder requirements (including public) 6. Identify physical constraints 1. Review information on urban catchment 2. Identify stakeholders 3. Site characterisation: identify issues at catchment, reach and site scales 2, 3, 4, 7 5, 2, 4, 7 7

  20. 1b Defining method of assessment • This stage determines how you will measure the objectives and how you will evaluate different options for achieving the objectives • The assessment will involve using a multi-criteria decision making method so that options are assessed in terms of how they fulfill the criteria set for achieving the objectives • The tool is flexible so the decision maker can select the most appropriate approach for their situation • Some MCDM methods require the selection of weights for criteria which takes into account the relative importance the decision maker attaches to the criteria. Guidance is given on how to weight criteria.

  21. Process 1b - Defining method of assessment From Process 1a Define scale of measurement of criteria 1b.2 Set criteria 1b.1 Normalise criteria scales 1b.3 Select MCDM method 1b.4 Is MADM method compensatory? 5 Note: Normalisation method depends on the criteria 1. Define criteria for each specific objective 2. Define success indicators and acceptability criteria (initial review to be refined during assessment). 3, 4, 5, 10 Yes No Assign weights to criteria 1b.5 Go to Process 2a 5, 10 Note: investigate uncertainty with sensitivity tests 5 5, 10

  23. 2a Development of options • Develop options for rehabilitation projects, using the supporting information modules where appropriate • Assessing the consequences of options may be based on detailed studies or on past experience • Each option should be assessed in terms of the selected criteria. Scores should be checked for consistency between options.

  24. Process 2a - Development of Options 2a.3 Score options Identify options 2a.2 Describe the consequences of options 2a.4 S Go to Process 2b From Process 1b 1. Consider controlling factors 2. Consider objectives 3. Consider likely cost 4. One option should consider the ‘do nothing’ scenario 1. Use of modelling and other assessment methods as appropriate 2. Use of past experience Note: score each criteria on each option using the normalised scale 5 2, 4, 5, 8, 9 2, 4, 5, 7, 8, 9, 10

  26. 2b Assessment of options • Apply the MCDM method to each option to evaluate how well they achieve the objectives

  27. Process 2b - Assessment of Options Go to Process 2a to identify any further options, if none then go to Process 1a to revise objectives No 2b.1 2b.2 Is solution acceptable? Apply MADM method Review Assessment From Process 2a Yes 1. Consider controlling factors 2. Consider objectives 3. Consider likely cost 1. Review weights 2. Review scores 3. 29. 3 Implement, monitor and review • This stage involves the construction and realisation of outcomes of the rehabilitation project. • It is important to appraise the success of the project during and after implementation so that a strategy can be developed if the project is not achieving its objectives.

  30. Process 3 - Implement, Monitor & Review End No Is monitoring still needed? From Process 2b Yes Report Any Lessons Learnt Design Monitoring Programme 3.1 3.2 Implement Option and Monitoring 4.3 3.3 Review Monitoring Results Review Monitoring Programme 3.5 S 3.4 10 2 1. Select parameters to monitor from indicators of success (1b.1) considering cost, difficulty and value of monitoring 2. Decide where and when to monitor (before, during and/or after implementation) 6. Decide actions in event of not meeting objectives No Any new info. that might alter objectives? Are results acceptable? S Yes Yes No Go to Process 1a 3, 4, 6, 7, 8,10

  31. Conclusions • The framework describes all the outputs from the URBEM project • This gives decision makers an overview of the tools and information available to support the river rehabilitation process • The implementation of assessing and managing river rehabilitation will involve the input of a wide range of technical specialists from a variety of disciplines • Stakeholder engagement and participation (including the public) is an important part of any project
