Spatial Distribution Plan and Nutrient Management plan • The bidding and procurement of making the Spatial Distribution Plan and Nutrient Management plan had been done. • The contract awarded to Dr. Liao Xindi, the professor from the South China Agricultural University,Sept.2007 • 1st drafted Spatial Distribution Plan of Livestock Production in Guangdong Province, submited in April 2008 • 1st drafted Management Plan of Nutrient Flux for Demonstrated Farm, submited in April 2008

Study Tour An international study tour had been finished • The host countries: Australia and New Zealand • The objective of the mission was: • to learn about the policy framework of livestock production and waste management in the host countries • to exchange experiences of Agricultural Environment management • and to improve the project implementation skills

  6. Study Tour • The Study group of 8 members from PMO and related government agencies was led by Ms. Yu Jiane, Deputy Director-General of DOA and stayed abroad for 10 days • The expenses incurred was borne by the provincial counterpart fund

Study Tour • The mission team was impressed by the high awareness of environment both of the governments and the individuals in above countries • Learnt about the practical measures that address the environment causes very well • The rules and regualations and the strongly enforcement experiences are valuable to the mission

  8. Workshop In November 2007, a workshop on DST with FAO specialists was held. • Knew more about the DST • Discussed the data collection • Identified the potential candidates of local coordinator

  20. Replication in Guangdong • It has been nearly three years since the project was taken into implementation. And based upon the pilot demonstrations in Boluo County, now it might be the high time to extend the positive influence to more new areas. • 13th,June 2008,Two more counties in Guangdong had been included as the new selected areas

New selected project areas • The situation of the two counties meet the Selection Criteria that described in the Project Appraisal Document • There are a large number of large-scale pig farms in the two counties. The waste water discharged from the pig farms has serious pollution to the Xinfengjiang River and Dongjiang River that leads to the South China Sea • During our investigation, the pig farmers in these two counties showed a good awareness of the environmental protection, and they are willing, able to invest the constructions of the waste management facilities in the pig farms

New selected project areas • Both the local agricultural sections and the local environmental protection sections are engaged in the environment issues of livestock production • The environmental protection sections exercise the environmental assesment and issuance of the permissions of set up and operating of new pig farms with prior review and concurrence of the agricultural administrations at the same level • Inspection and the control of pollution is enforced by the coordination of the agricultural sections and the environmental protection sections

New selected project areas • Once the county is selected as the project area, the County Bureau of Agriculture will be in charge of daily project management • The related project management offices of forementioned counties have been set up. The officers responded would make great help to the project management

New selected project areasnew sub-project • Four pig farms were selected as the proposed demonstrated construction sites of the project (Zhifu Pig Farm and Yujing Pig Farm in Dongyuan County, Hengchang Pig Farm and Guangnan Pig Farm in Lianping County) • One of them (Zhifu Pig Farm) had been approved as the sub-project farm that will be funded by GEF grant

Biogas programs in Guangdong Province • Pig productions: 30,000 farms,production scale range 100-10,000 finishers annuall in GD • Provincial fund on biogas programs: 50m in 2006 60m in 2007 70m in 2008 • Allocation of provincial fund on medium-size and large-size biogas systems: 8m in 2007 20m in 2008

  29. medium-size and large-size biogas systems • So far,there are 309 medium-size and large-size biogas systems in GD. • 15 of them were built in 2007 • Provincial Government pays more and more attentions and offers stronger and stronger financial support to the medium-size and large-size biogas system constructions

  30. small-size household biogas • 71 counties out of 121 totally in GD have included in the small-size household biogas construction and comprehension utilization programs financed by the provincial government • Additional16 millions from the state bond has covered 20,000 small-size biogas systems in 2007, the local beneficiaries scatter in 237 villages of 16 countries in Guangdong

Biogas programs in Guangdong Province • Outcomes of biogas programs • There are totally 290,000 small-size biogas systems in operation in GD (60,000 new ones had been built 2007) • Covered 20% of the eligible households(1.4 million) in rural area • Biogas production volume is up to 131 million m3/year,collected for fuel,can save 437 million CNY • 11million tons of waste water can be properly treated,annually • reduces emision of methane 56,000 tons (equivalent to 1million tons of carbon dioxide)

Biogas programs in Guangdong Province Connections with LWMEAP • Based on over 20 years experience and demostratons of biogas development programs in GD and other areas of China • Functions as follow: • Reduction of land degradation from excessive nutrient loading • Reduction of greenhouse gas emissions • Reduction of public health hazards
