Thomas Mynsberge Retired, Specialist Sergeant Michigan State Police 20 Years State Police Emergency Support Team Targeted Violence in Schools, United States Secret Service Incident Response to Terrorist Bombings, New Mexico Tech Patrol Response to Active Shooters, Instructor Certification, National Tactical Officer’s Association CERT and Teen CERT Instructor, Eastern Michigan Univ.

  6. Critical Incident Management Program Initiated in 2001 in Saginaw County with support of Superintendents and Police Chiefs . Formed a consortium and created a unified response for all Saginaw County schools. Uniform reactions for schools.

  7. Critical Incident Management Program All police officers trained in quad response Fire departments trained in support for violent incidents.

  8. With a Dept. of Education grant, CIM has expanded to train over 250school districts and the program has been implemented as a county-wide program in over 30counties.

  17. Locking Doors Single most important defense used against intruders in schools Can use an intermediate device to keep door from latching (i.e., magnets or popsicle sticks) If you get nothing else from this class but lock your doors, it has been a success!

  26. Secure Mode for External Threats When the potential for external threat arises, such as an off campus critical incident, the following actions will commence to secure the buildings and members:

Secure Mode • Lock and secure classroom and continue activities within the building. • Bring in any students from outdoors to indoors, use three whistle blasts. • Assigned staff will insure all entrances are secured except for designated entrances. • Staff will monitor all student movement including class exchanges. • Only building entry will be at control points designated by the administration. • Outdoor activities only allowed upon administration approval. • Campus may be closed for lunch depending on activity. • Administration determines when normal activity continues.
