  3. Today’s Discussion Mechanisms for Agency Collaboration • Corps Position – Section 214 POV Experience • NMFS – Consultant Representative

  4. Corps Position • Purpose: Minimize what we can’t control • Terms: • Joint position with Port of Portland • Fund salary, overhead, expenses • Ability to terminate with 60 days notice • Advance payment

  5. Costs • POV Payment 2007 ~ $125,000 • POV Payment 2008 ~ $70,000 • Small projects budget ~ $8K(e.g. fender piling repair) • Medium project ~ $10-15K(e.g. maintenance rip-rap) • Large projects – project specific(e.g. berth deepening ~ $ 30K, EIS~ $90K)

  6. Impartial Decision Making • Common Criticism • Checks and balances in place • Permit decision reviewed by one level above decision maker • Final decisions available on district web page • Procedures/decisions same as non-funded process

  7. How are we doing? • Process works! • Permit review expedited • Collaborative effort – better projects • Port staff time/consultant costs decreased • Joint port funding works

  8. Considerations • Public perception • Paying twice • Prolonged hiring process • Not cheap • Set clear cost reimbursement terms

  9. NMFS Position • Fish & Wildlife Coordination Act 1956 • Consultant volunteer extension of NMFS staff • Represent NMFS interests • Ultimate decision by NMFS staff • POV pays consultant

  10. NMFS Process • Proposal/work scope approved by NMFS • NMFS on selection panel • Good relationship • Model provided quicker decisions

  11. Summary • Upfront effort • Process is transparent • Cost effective • Increases certainty for project delivery
