Facilities Budget Activity (FBA) • Established in FY 2000 • Includes Rent, Operations & Maintenance, Deferred Maintenance & Capital Improvement • Funds 80% of Facilities costs; 20% of costs are funded by Reimburseable Income • Includes uncontrollable and related changes • Includes approved requests for non-recurring costs and facility expansions

Facilities Budget Allocation Process • Bureau Program Coordinator makes initial allocation to 3 regions • Secondary allocation is made by Regional Program Coordinators on behalf of the Regional Director to the local cost centers • Allocation to cost center is determined by anticipated costs, estimated reimbursable income, and available FBA funding

  9. Deferred Maintenance • Bureau DMCI Team prepares DM 5-year plan and updates annually • Comprehensive condition assessments provide basis for projects in plan • Projects include repairs to owned buildings, structures, and unique mission equipment

  10. Facilities Budget Activity On-Line • Bureau wide web-based system • Local facility staff enter detailed estimates of recurring costs for PY, CY, & BY • Data is used to develop fixed cost estimates; calculate reimbursable burden income; make FBA allocations to Regional and HQ cost centers

  11. Headquarters & Regional 5-Year Asset Management Plans • Completed February 2003 • Summarized key accomplishments • Tracked progress against strategic goals • Highlighted priority science needs and activities

Includes senior executives from across USGS. • Bureau IRB reviews construction projects ≥ $2 million and leases ≥ $1 million or more per year • Regional IRBs review projects > $200K
