Where are we now? • Flat-lining or reduction of AIDS financing • Lack of sustainable, long-term, predictable funding • G8 falling on financial commitments • National governments back tracking • Global recessions • Misconceptions/uncertainty in countries about definition of Universal Access • Failure of most countries to meet UA targets • Lack of ambitious targets for Universal Access • Limited access to treatment and services for key populations

Current Threats • Funding Gap • Inadequate resources for Global Fund to meet demands • African Leaders failure to meet 15% targets • Shortage and overstretching of health care providers • Potential consequences of AIDS treatment delays, denials • Fatigue on the part of Governments/CSOs • Centralization of prevention, treatment and care services • Drug pricing related issues • Undermining of the generic industry • Criminalization/human rights violations of key populations

Opportunities • Strong evidence for “Treatment as Prevention” • Guidelines/evidence expected from WHO on cost effectiveness of early initiation • Resource mobilization: Financial pressure can accelerate innovation in financing (decreasing unit costs, increased resources) • External Sources (Global Fund and other partners) • National Governments (engagements with Finance & Health Ministers) • Political leadership/buy-in for innovative finance mechanisms ( e.g. Currency Transaction Levy & Financial Transaction Tax) as additions to ODA • Treatment simplification

Opportunities (II) • Revitalize the commitments/galvanize governments to rally around achieving UA through upcoming platforms such as the MDGs Summit • Leverage on increasing global attention on human rights to push for equity in access to services • AIDS response as a tool for development and strengthening of Health Systems (capacity development, etc) • Planned UA National Consultation: Analysis of Country progress/Revisit and re-set evidence informed targets to ensure they are truly ambitious • Are they applicable to the state of the epidemic? What’s the plan to address the equity issues • Setting up new Accountability mechanisms
