  2. Proposal: Nodal Implementation Advisory Board What is the NIAB? • A 7 to 9 member advisory board that includes one vote from each of the ERCOT Market Segments. How would the members be selected? • Each market segment of TAC would elect their member and an alternate to the advisory board.

  3. What is the purpose of the NIAB? • To provide a timely response to ERCOT Nodal Project Team requests; and, • Assist TAC in the execution of its duties and responsibilities as described in the ERCOT Nodal Transition Plan • Communicate to TAC subcommittees How does it accomplish these goals? • The small nature of the group enables conference calls to make quick decisions • The NIAB will reduce ERCOT support requirements by eliminating the need for ERCOT personnel to prepare reports and presentations to other TAC subcommittees.

Why is this an improvement? • Improves response time to ERCOT requests • Reduces ERCOT support requirements • Greater utilization of existing stakeholder process How is transparency into nodal development provided? • The ERCOT Nodal Project team will hire 2 or more Nodal protocols experts to work with the NIAB. • Ideally, these experts will be well known to and trusted by the market participant community. • All identified deltas between Nodal Protocols and delivered systems will be worked through the PRR 799 process.

  5. What is the ideal skill set of the NIAB members? • Experience in project management with emphasis on complex projects with significant information technology applications; • Experience in the reliability operation and function of nodal electric markets; and, • Knowledge of the Texas Nodal Protocols.

  6. How often will the NIAB meet? • The NIAB will meet no less than once per month • Meetings will conform to standard subcommittee practices; open meetings • The NIAB may also meet by conference call as necessary… • with not less than 24 hours notice • calls will be noticed by list serve and posted on ERCOT calendar • Must all decisions of the NIAB be approved by TAC? • Decisions of the NIAB may be communicated directly to the ERCOT Nodal Project Team without prior approval from TAC. • However, all decisions of the NIAB may be appealed to TAC.

  7. How will transparency be maintained? • The NIAB will hold open meetings. • NIAB conference calls will be publicly announced and publicly accessible. • The NIAB will be obligated to make timely postings to TAC list servers that describe the ERCOT request, its actions and its response. • Following such postings, NIAB members are expected to provide follow-up communications within their respective market segments. • The NIAB will also report on its activities at each monthly TAC meeting.

  8. What other functions will it perform? • As the ERCOT Nodal Project approaches the period of preparation for Market Participant Trail activities, NIAB shall evaluate the composition of its core team membership and recommend any changes to TAC for its approval. • NIAB shall endeavor to assist TAC in transitioning the TAC Market subcommittees to the nodal environment. To the extent feasible, NIAB shall involve the TAC Market subcommittees in the NIAB activities that are described herein.

Suggested TAC motion • Create the NIAB • Request ERCOT Staff facilitate segment elections to fill NIAB seats • Intent of the TAC that election be completed and NIAB members confirmed at June TAC meeting • Direct TAC Chair to facilitate stakeholder workshop prior to next TAC meeting to develop NIAB Charter recommendation for approval at June TAC meeting
