  2. Goal Effectively respond to and manage a Radiological Dispersion Device (RDD) incident in accordance with Volume II (Response and Short-term Recovery) of the New York State Comprehensive Emergency Management Plan (CEMP) and all relevant annexes.

  3. Objectives • Develop plans, procedures, and protocols to manage evacuations and shelter-in-place for at risk populations. (expansion of overarching objective a-iv) • Develop plans, procedures, and protocols for the continuity of operations of critical government functions. • Assess damage and impact to critical infrastructure as a result of an RDD; provide and implement plans to overcome primary concerns.

  4. Objectives (cont) • Coordinate and provide efficient surveillance and information systems to facilitate the monitoring of contamination to persons via Personnel Monitoring Centers (PMCs) • Develop and implement a comprehensive Health and Safety Plan (HASP) incident management activities.

  5. Level Of Participation • Phase I – First 48 hrs (Table Top Exercise) • Key first and second-tier response agencies will be represented • Phase II – (Full Scale Exercise) • State EOC participation – all appropriate agencies and functions • Participation in full scale activities by identified agencies • Phase III – Recovery (Table Top Exercise) • Representation by appropriate agencies having jurisdiction, authority, and responsibility

  6. Phase II – Locations & Activities • Stratton Air National Guard Base • Personnel Monitoring Center (PMC) • Sampling and analysis • Various laboratories • Joint Information Center (JIC) • Specific location TBD • State Emergency Operations Center (SEOC) • Multi-Agency Coordination

  7. Phase III – Items of Discussion • Stafford Act Recovery Issues • Public Assistance • Individual Assistance • Small Business Administration (SBA) Recovery Issues • Contamination/Decon/Repatriation Issues and Policies
