Definition “… an elementary school breakfast program in which food shall be served or consumed, at no charge, after the instructional day has begun, provided that instruction occurs simultaneously…” in “an elementary school in which eighty-five percent or more of the enrolled students at the elementary school are eligible for free or reduced lunch…during the prior school year.” NMAC 6.12.9.7

  4. Requirements • Statute requires elementary schools with 85% or over of enrolled students who qualify as free or reduced • A waiver may be requested for financial hardship or if they are below the 85% threshold

  5. Requirements NMAC 6.12.9.7 • Breakfast is required to be served at no charge to all students at the elementary school • Food is served after the instructional day has begun • Instruction occurs simultaneously with breakfast

  6. Awarding Process • Percent of free and reduced students calculated using previous year’s May data • USDA announces annual reimbursement rates

  7. Awarding Process • Awards based on free and reduced price lunch threshold, days of operation and enrollment

  8. Awarding Process • Award letters sent • Submit the assurance letter signed by the superintendent

  9. Awarding Process • Business/Finance Manager submits Budget Authorization Request (BAR) through OBMS system • Upload a copy of the award letter in OBMS

  10. Reimbursement • Reimbursements are paid on a per-meal basis for children eligible for reduced-price or paid meals • Provision 2 schools should multiply the school’s “claiming percentages” of paid and reduced-price meals by the total meals served

  11. Reimbursement • Reimbursements are based on the difference between the federal established reduced and paid meal rate and the free price meal rate under the National School Lunch Act of 1946

  12. Reimbursement • All Requests for Reimbursement must be submitted through OBMS • Purpose of BAB- defray cost, not 100% cost reimbursed • SFAs are encouraged to submit Requests for Reimbursement (RfR) minimum of once/month

  13. Reimbursement • STEP 1 • Program Invoice • Meals served must correlate to same as reported in CNS • STEP 2 • Expenditure Report • STEP 3 • Reclassification Journal Entry

Tips • Submit RfRin OBMS at the same time as the monthly claim for Breakfast in CNS • Calculate the Program Invoice first • Double check the meal count totalto ensure counts on Program Invoice match those reported in CNS • Use the current Program Invoice • Ensure YTD expenditures reported on expenditure report=Total Reimbursement $ on Program INvoice
