  4. 2. REFERENTIAL DESCRIPTION This referential contains all the requirements for admission integrating the technical specifications for interoperability; the French national requirements and national requirements in Germany can be synthesized as follows: CLIQUER ICI EN DIAPORAMA

Assessment missions for the TGV POS • CERTIFER is accredited by COFRAC (French accreditation committee). according to • EN45011 standard under N°5-0023 REV 3 section “certification” • ISO 17020 standard under N°3-124, section “inspection” The scope is “rail transport”. • The TGV POS rolling stock subsystem has been evaluated in accordance with the Certifer’s general “CERTIFICATION “process type

Assessment according to the TSI Requirement • As indicated above, the TSI (technical specifications for interoperability) are included in the common referential. • The essential requirements for interoperability include: • Safety, • Reliability and availability, • Health, • Protection of the environment, • Technical compatibility. • The reference document is the Rolling Stock TSI (OJEC: Official Journal of the European Commission of September 12, 2002).The reference today is TSI version 2008. • These requirements is for any European high-speed equipment that is designed to run on various national networks in Europe.

  8. . 6. Assessment according to the National Rules • The requirements for French national rules • These requirements are also part of the common referential. These ones include the criteria that should satisfy all rolling stock to be admitted on the National Rail Network in particular: • Order of June 2000 concerning the technical rules today replaced by the Order of 01/07/04; • Decree 2000 286 today replaced by the new decree 2006-1279. • Today the order of 31/12/07 must be applied (including the process assessment). • The requirements for German national rules • The German national requirements are similar to French demands to admit any rolling stock on the German national network called DB Netz.

Safety process assessment PHA Phase 6 The manufacturer indicates the document type and reference (FMECA, Calculation, etc.) in order to deal with the risk Phase 4 and 5 CERTIFER checks the completeness of undesirableevents and safety objectives Solutions to limit the risks CERTIFER gives an opinion on the document type to deal with the risk The manufacturer summarizes the documents list to deal with the risk • Analysis documents : • Other solutions • FMECA • Calculations • Additional tests • Solution related to exported requirement Documents wich describe the solutions to respect safety criteria* (effect on the quality, design, installation, manufacturing, tests, operation and maintenance) Specific demonstration • Game Implications * The manufacturer engages to check the solutions from the Risk Analysis implementation (the customer is supposed to have ISO 9001 certification) The reading of the documents is done at level of : - hypothesis, input data, referential - tools (softwares(s), method(s)) - Manufacturer’s conclusions Phases 7 and 8 : Manufacturing, installation, audit on purchase and manufacturing according to information from previous phases Phases 9 and 10 : CERTIFER gives an opinion about tests plans, procedures and results Compliance to the TSI Compliance to the French national technical requirements
