Background To support African countries improve their participation in 2010 round: Many initiatives: ASSD, advocacy Production and dissemination of census materials ACS has developed an African Addendum to the P&R on PHC: Based on a consultative process: countries, sub regional, and regional stakeholders African core topics Preparation of two Handbooks on PHC: Planning and Management and Data Processing, Analysis, and Dissemination 3

Rationale Objectives of the Handbook: To provide guidance on census planning and management Underline the challenges/difficulties encountered Suggestions on how to address the challenges/difficulties Based on African experiences: underline best/bad practices (Value added...) In line with the Global P&R and the African Addendum 4

Expected Content ACS has commissioned initial work on the Handbook To address the following issues: General plan: the sequence of events in census taking General organization of the census Guidelines for the project document Budget: guidelines and potential sponsors Questionnaire: process for designing and main contents Pilot census: organization and evaluation Staffing 5

Expected Content (Cont’d) Equipments: list of equipment needed Data collection: duration and field organization Data cleaning and tabulation Tabulation plan and analysis plan Organization of the reporting: themes, team of specialists Validation of the results Printing reports: format Dissemination: plan and tools for dissemination Use of census data 6

First Round of Consultations EGM organised by ACS and STATSSA ( November 2008): Discuss first draft Main objective: countries’ contribution to the preparation of the Handbook Specific objectives: Identify issues/challenges/constraints faced by African countries in panning and management of a PHC Suggest potential remedial measures To improve the draft guide with African countries’ experiences and best practices 7

First Round of Consultations (Cont’d) Chapters of the draft guide: Legal and institutional frameworks Overall planning of the census Development of instruments: questionnaires, forms and manuals for enumerators and supervisors Census mapping including the delineation of boundaries of EAs Development of a communication strategy Enumeration including staffing and the logistics Post-Enumeration Survey (PES) Census products and their dissemination 8

  9. The Way Forward EGM participants (36) provided substantive comments/suggestions for the improvement of the draft guide Comments/suggestions are being incorporated in the draft document New version to be shared with NSOs soon ACS to finalize and disseminate the Handbook 9

  10. Some Issues for Discussion Is the outline of the Handbook covering relevant issues with respect to census planning and management? Any suggestion on the finalization of the Handbook in terms of process/content? Join the discussion group on this under the ECA KM portal 10
