  4. CDBG-R • Reporting and Transparency • State Progress • Place Based Meetings & emphasis on expenditures & creating jobs

  5. CDBG-R-Federal Reporting • Quarterly Reporting • Federal Reporting/RAMPS/IDIS • Common errors/HQ analysis • Award amount • DUNS /CCR • Agency code • Insufficient narratives • Over/under job counting • Due date for next report

  6. CDBG-R RAMPS & IDIS • Environmental data only (RAMPS) • New energy related data fields (IDIS) • State will certify that UGLG has submitted data to FR and that State have validated; will be done quarterly. (IDIS) • New report PR 87 to measure CDBG-R expenditures • HQ validating data

  7. IDIS Online • Training sessions—two for States • Several minor issues, but overall reception to system positive • State Performance and Evaluation Report (PER) is live • Plan is to permit lead in time prior to requiring use • 11 states submitted files for upload

  8. Update on CDBG Goals • 2009 Accomplishments • Owner Occupied Rehab/Homeownership Assistance • Jobs • Rental Rehab • Proposed Accomplishments and data entry • New CDBG Goals Coming

  9. Timely Distribution/Expenditure • Timely Distribution Notice in clearance to be published soon • Trend on distribution & possible actions • Trend on expenditures is troubling • HQ follow-up with field offices

  10. Training Opportunities • State IDIS training—last state session is in Chicago in August • Basically CDBG for States-April 27-29 • Cross cutting modules/Financial Management • Modules on web for Federal Reporting

  11. Other Updates • State Administrative Requirements Rule • Changing the Consolidated Plan • CDBG Recordkeeping • Audits, audits, audits….. • CDBG spending in entitlement areas • Anti-Pirating

  12. The Future • CPD Business Model • Embedded technical assistance for some NSP grantees • Transformation initiative; certification programs—chance for OBGA to get more timely products and training for grantees • Working more as one HUD—integrated approaches
