    Capacity for whom?

    What outcomes do we expect? By when?

    How will we know we have reached our objectives? What indicators will we use?

    Who will make the value judgment based on the indicators?

    Who will be the consumer of the evaluation information?

    Will the evaluation matter?

Long-term results: economic growth? Improved health/education?

  • Evaluation objectives should be commensurate with capacity building objectives, which should be commensurate with the resources and design of the capacity building program

  • Every word in the indicator statement needs to be defined fully!

    “Improved district capacity to deliver services.”

    • Which services are included – Health? Education? Sanitation?

    • How much improvement is needed?
