  1. International Collaboration on Industrialization of Editing:Background (WP35) Li-Chun Zhang Statistics Norway

  2. Coping with multiple challenges(ABS initiative, Paris 2010) • Budget constraints • Increasing user demand • Scope and content of statistical outputs • Quality awareness • Changing information society • Information-related technologies • Data/metadata infrastructure

  3. Modernization & obstacles • Production efficiency • Ratio btw. Quality and Cost • Flexibility for reconfiguration • Modernization programs: From stovepipe solutions to corporate-wise standardized general systems • Obstacles • Continuous production vs. development/migration • Lack of internationally recognized standards • Generic statistical business process model (GSBPM) • Generic statistical information model (GSIM) to-be

  4. Industrialization: A vision • Each NSI is a factory of statistical information • Products: fit-for-use excellence • Production means: capable as well as flexible • Production process: efficient given resource-at-disposal • Together, an industry of social-economic statistical information with its own industrial standards • Foundation for cost-efficient development and exchange of production means; potential market of commercial interest • Consolidation of our statistical outputs in information society, making them readily accessible, interpretable & comparable

  5. Standardization as key approach:Getting rid of all unnecessary variations • Production processes: GSBPM • Production/information standards: GSIM to-be • Methodology: • Standardization ≠ Single solution • Recommended/common solution = point-of-departure • Deviation allowed, if justified = impetus for auditing • Over time, standardization generates a method library • IT: • General statistical systems • Architectural design • Engineering principles

  6. Industrialization of Editing: Some issues to be dealt with • Overall objective, principles and guidelines (e.g. the “new” paradigm of editing) • Conceptual reference framework with regard to GSBPM • Conceptual reference framework with regard to GSIM to-be • Design of generic functionality • Minimum set of standard methods • IT tools and platforms
