BCN, English Learner Integrated Action Team Purpose: Develop a plan that will help clarify and operationalize the new Department mission as it relates to English learners (ELs) by: • Improving internal processes within the Department, • Strengthening Department support to LEAs, & • Advancing and/or creating the necessary tools and resources LEAs need to support their schools in closing the achievement gap for ELs.

  7. BCN, English Learner Integrated Action Team BCN Survey: • Responses • will be kept confidential • will be used to inform future surveys and implementation activities • will serve as a launching point of our information gathering efforts • Will be presented at the next BCN meeting

BCN, Language Policy and Leadership Office Updates • Announcements from Carlos Rivera, Administrator: • All language acquisition programs now reside in one office • “We now have ready access to everything (FPM/Title III): If you do a good job on one end, we’ll help you on the other; at the same time, you have to tell a consistent story.”

BCN, Legislative Updates • Assembly Bill (AB) 124 (Fuentes) requires the establishment ofan advisory committee to align the English Language Development (ELD) standards to the Common Core State Standards in English-language arts • Once ELD standards are revised, the following must occur: • Develop new CELDT Blueprints • Align the CELDT to the new standards • Conduct item writing, pilot testing, and rubric development • Develop new test forms by grade/grade spans aligned to the revised ELD standards • Conduct a standard setting for all grades

BCN, Legislative Updates • Senate Bill (SB) 753 (Padilla) requires a school district to annually assess students upon 55% of the instructional year through July 1. • Initial assessment upon enrollment • If outside AA window, use prior year’s test • If inside AA window, use current year’s test • While the bill allows “banking” of domain scores, federal law prohibits, so this part of the law will not go into effect until notified otherwise

BCN, Legislative Updates • AB 815 (Brownley): Establishes the State Seal of Biliteracy • AB 130 (Cedillo): The California DREAM Act, provides for private and state-funded financial aid to undocumented students • AB 250 (Brownley): Structure for implementation of the Common Core standards, requires new ELA materials to be aligned to the ELD standards and include strategies for instructing ELs at all grade levels; all other content materials must be explicit about strategies for instructing ELs; requires State Superintendent to make recommendations for reauthorizing the state assessment system including primary language assessments for ELs

BCN, Title III Accountability Update • Percent of CA LEAs Meeting AMAOs, conversation: • Targets have gone up – though minimally for AMAOs 1 and 2 • Students are reclassifying more, and they are leaving the pool/ “Brain Drain Explanation” • Schools aren’t providing ELD; we’ve reached our threshold given the instruction we offer • Problem with the data

Best Practices Q&A • Activity based on your feedback and aligned to the purpose of the SEL Network • Think about one of your district’s best practices • including but not limited to the following: models, programs, protocols, curricula, consultants, progress with Common Core, best practices with particular populations (ELs with Special Needs/Long-Term ELs), other • Share, round-robin • Once all best practices are shared, time for questions
