Scope of the presentation Different phases during installation and commissioning • 1st phase of installation • The equipments are not powered • No risks due to the equipments • IST and SCT • The equipments are powered • Potential risks due to the equipments • Safety measures are put in place • 2de phase of installation and Cool Down • The equipments are “condamnés” (1ère étape de consignation) • “2de étape de consignation” has not been done. Intervention overview CC Consignation EIC CCC CT Inter. team The consignations have to be considered as an intervention Test area Safety during the intervention:  Ensure the safety of the inter. team (risks created by the work, the environment and the co-activities)  Ensure the safety of the other teams (new risks created by the intervention)

Roles and Responsibilities CC Int EIC Captain of the intervention (responsible of the intervention) Inter. team • Follow the safety procedures • Follow the consigns of the CT Chargé de Consignation Cat. 1: HC team or Piquet (can by the CT) CT Cat. 2: Not member of HC team or piquet TT Test Team Captain of the ship (responsible of the test area) • Authorize or not the intervention depending of the other activities in the sector. • Report all activities in the HC logbook and the war map • Transmit the consign to the new EIC • He can request the help of the PTC (Powering Test Coordinator) • Responsible of his team • Responsible of the risks generated by his intervention • Ensure that he has the authorization from the EIC before to start the intervention • Request the different “consignations” if it is necessary (contact the different CC) • Fencing his working area • Ensure that his team respect the consigns • He can request the help of the PTC, the PO (Point Owner) and/or the SC (safety coordinator) • Realize the requested consignations • Realize only the requested test

  7. Preparation of the intervention EIC CT The CT has to contact the EIC to plan the intervention EIC delivers an “Avis de Travail” to the CT • Description of the intervention • What • Where • When • Who • Which circuits will be “consigné”

Preparation of the intervention CC CT The CT has to contact the CC for the consignations and wait that the consignations are done. • Description of the consignation • Names of the equipments to have to be “consignés” • Paper form filled and signed The CC delivers an “Attestation de consignation”

  9. the intervention OK EIC CT CCC Before to enter in the test area the CT has to phone to the EIC. • The EIC records the intervention on: • The HC logbook • The War Map

  10. the intervention End EIC CT CCC At the end the CT has to phone to the EIC to announced that the intervention is finished • The EIC records the end of the intervention on: • The HC logbook • The War Map

After the intervention CC CT The CT has to contact the CC for the “déconsignation” of the equipments. • The CT has to: • Fill ans sign the “Avis de fin de travail • Give the paper form to the CC • The CC can: • Déconsigner the equipments • Inform the EIC that the equipments are operational The intervention is fully finished

Conclusion • Two important persons: • Engineer In Charge: responsible of test area and the co-activities • Chargé de travaux: responsible of the intervention • Preparation of the intervention: • Permis de Travail delivered by the EIC • Attestation de consignation delivered by the CC • Intervention • The CT has to Call the EIC before and after to enter in the test area • The CT has to fence the working areas if needed • After the intervention • Déconsignation of the equipments => Avis de fin de travail delivered by the CT to the CC

Conclusion • How to guaranty the safety? • To be qualified to do the intervention in the real environment => trained people • Say what you are going to do and do what you have said • Progress step by step and avoid the shortcut • Follow the procedure • Do not hesitate to request the help of the Point Owner, the Power Test coordinator, the Safety Coordinator and all the other people who can help you.
