  2. OBJECTIVES Purpose of the document • To outline a communication approach to ensure that Necsa derives maximum and immediate response from the surrounding communities in case of an emergency. Plan of Action • Ensure that the surrounding communities are immediately alerted in case of disaster • Focus on different platforms to effectively disseminate the information • Supply detailed information with clear key messages to the affected communities

KEY STAKEHOLDERS Surrounding communities • Necsa has direct contact with Madibeng and Tshwane Disaster Management Centre Media General Media as well as (MoU with Motsweding and JacarandaFM) Spokespeople/Communication-Drivers • Group Necsa CEO, GM: Corporate Communication, Subject Expert Communication Protocol • Necsa CEO will inform the Chairperson of the Board • Chairperson will inform the Minister of Energy • Minister will inform the Presidency

CRISISDECLARATION PROCEDURE • Joint Operational Centre (Internal team) is formed at the scene and • Simultaneously Emergency Control Centre is activated (Security, Field Team leaders, Communication/Media Team, Radiation Control Officers Control Officers, Information Technology Officer, Environmental Group) • The Emergency Controller will alert the CEO who will be a principal communicator from Necsa • The Emergency Controller will also alert NNR and IAEA • Madibeng/Tshwane Disaster Management Centre will be activated by Necsa Emergency Controller(Traffic, Police, Health, Transport, SANDF) • Provincial or NATJOC (depending on incident) shall be informed by Local Disaster Management Centre.

CRISIS DECLARATION PROCEDURE Emergency call from facility NNR, DOE, Radio stations, IAEA and other are notified Necsa CEO notified Emergency control centre operator (24/7) Madibeng/Tshwane DMC is activated and set up a joint operations centre Emergency controller and emergency functionaries are activated. Sirens, PA announcements, SMS, dispatch field monitoring teams,Ground shouts, First responders activated. Necsa Emergency Services set up a joint incident command post at the scene. Emergency Services, Security Environmental, Facility specialists etc Provincial DMC is activated National DMC is activated

COMMUNICATION PROCEDURE Media • GM: Corporate Communication will convene the Communication Operation room. • Deploy the Group CEO, accordingly as Chief Spokesperson. • Develop a holding statement and distribute to the media • Convene a media briefing, deemed fit. • Update social media with pre-approved key messages. • Interaction with external stakeholders including the public and the media will only be done via communication office.

  7. COMMUNICATION PROCEDURE Key Messages for Media and public • An incident has occurred at the Pelindaba site. • Stay clam. • Go inside your house and close your window. Ensure everybody is inside and accounted for. • Field workers are on the way or in your area. • Tune into Motsweding & Jacaranda FM for further instructions. • Listen carefully and follow the field worker instructions.

COMMUNICATION PROCEDURE Key Messages for Media and public (cont.) • Please move orderly towards transport to a place of safety. • The emergency is now contained. • There were no fatalities/ injured persons are receiving medical care. • Please return to your normal duties. • Thank you so much for your cooperation.

  9. KEY MESSAGES TO THE COMMUNITY Direct Community Alert • The siren will go off. • Necsa Emergency Service Ground Shout Team will drive to the affected communities with loud hailing to do announcements until the emergency is under control. • Simultaneously while Emergency team is doing the instructions to the community, the Necsa Field Teams will be monitoring to determine if the environment is safe for people to go out. Special vehicle with monitoring fitted equipment. • In a very unlikely case whereby the area have to be evacuated, busses from municipality will transport those who don’t have cars (e. g. school) away from affected area.
