NPRR309, Providing STWPF to QSEs Contractually Affiliated with WGR. • Discussed simple solution, isolating affected WGR in sub-QSE. • Endorse and send to PRS for IA. • NPRR334, Incorporate Resource Limit for the Amount of Regulation Service that may be Provided from a Generation Resource During any Operating Hour. • ERCOTs concerns shared by OWG, ROS. • Not a clear consensus from the group on a solution. • Need more data from ERCOT.

NPRR349, Clarification of Ancillary Service Provider’s Responsibilities, Addition of Penalty Factor Charge for Failure to Provide, and Addition of AS Capacity Compliance Performance Criteria • ERCOTs concern that AS providers are not adequately incented to provide • QMWG concerned that penalties increase risk premium for all AS • Change SASM Offer Procedures NPRR307, go-live is May 18. Remove AS Offers, NPRR341, go-live is July 20. Higher SASM prices will provide incentive to perform. • QMWG recommendation, remove penalty language and add exemptions for reasonable forced outage and forced startup rates. ERCOT should report bad actors.

NPRR321, Change Energy Offer Curve MW Amounts in the Adjustment Period, possible application to all Generation Resources • Possible applications, changes in ambient temperatures which change MW available from CC configurations; Resources awarded less than anticipated quantities of AS in the DAM, could change EOC. • QMWG consensus, no market issues with changing EOCs in adjustment period. • Recommend new NPRR to allow the changes.

  5. NPRR336, Authorize ERCOT to Procure Additional RRS During Severe Cold Weather • Referred QMWG by special meeting set by PRS • Keep definitions, remove prescriptive additional RRS requirements in NPRR336. • ERCOT can purchase additional AS through existing Protocols and revise Procedures. • Address extended RUCs. Consider waiving clawback or sending RUC advisory notification which would still allow Resources to participate in DAM.

  6. Other Agenda Items • HDL/LDL Manual Overrides • Number of resources, 3 to 11. • 11 Resources on April 7 due to local voltage problem • Most frequent reason, continued SPS activation. • RUC Reporting Requirement, concern about Resource confidentiality, Section 5.5.2 (3). QMWG recommends, post day after operating day.

Implementation of WGR Curtailment Flag and Telemetered Ramp rates • WGR curtailment flag on schedule for May 18 • Base Point deviation charges for WGR begin June 1 • QSEs may provide telemetered ramp rates June 15 • Plan to incorporate in SCED July 22 • If no ramp rates telemetered, default will be as current operation. On telemetry failure, SCED will use default.

  8. ERCOT Operations, non-deliverability of Non-Spin – ERCOT has changed procedure, will deploy NS on a Resource if it is the only Resource available to resolve local congestion. • GREDP Update – Significant improvement in WGRs, recommend re-visiting performance standard after curtailment flag implementation. • Wind Forecast Update is posted. • MISUG submitted NPRRs and SCRs to change reports from Secure to Public on MIS. • Discussion of QS units providing NS – ERCOT expects QS units providing NS to be available to SCED in accordance with NPRR332
