What is required by schools regarding the Ohio third grade reading guarantee? • According to the Ohio Resource Center website at: http://www.ohiorc.org/literacy_k5/3GRG/# • The law requires schools to: • Assess the reading abilities of all students in grades K–3 beginning with the 2012–2013 school year by September 30, 2012 • Develop reading improvement and monitoring plans for all students who are reading below grade level • Provide research-based reading interventions to meet students' specific reading difficulties • Students entering third grade in 2013–2014 may be held back at the end of third grade if they are not reading on grade level.

7. What recent changes have occurred with the third grade reading guarantee? • Bill Summary of SB 21 – changes • (Changes are not yet law. These still need to go through the House of Representatives.) • Provides for the retention of a third-grade student who does not attain on the third-grade reading achievement assessment a score in the range prescribed by the State Board of Education (as under current law) or at least the "equivalent level of achievement" as determined by the Department of Education. • Exempts from the annual diagnostic assessment students with significant cognitive disabilities or other disabilities as authorized by the Department of Education. • Removes the requirement that reading teachers under the third-grade reading guarantee must have been actively engaged in the reading instruction of students for the previous three years. • Makes other changes in the criteria for qualifying as a teacher to provide services under the third-grade reading guarantee. The bill prescribes that if a teacher is "an effective reading instructor, as determined by criteria established by the Department," that teacher may provide reading guarantee services for the 2013-2014 school year and beyond.

What recent changes have occurred with the third grade reading guarantee? • Strikes the following language from HB 555:Value added rating, 3 year previous of teaching reading, hold a reading endorsement, and requiring a passing score on assessment for endorsement. • Removes the requirement that a waiver from the third-grade reading guarantee teacher qualification criteria for the 2013-2014 school year is subject to approval by the Department of Education. • Declares an emergency so it goes into effect immediately or on March 22, 2013. Iowa and Wisconsin are states with recent literacy focused legislations: • Iowa -- SF 2284 • Schools must assess kindergarten readiness of every 4 year old • All K- 3 students tested every school year with struggling readers offered intensive remedial reading instruction • Parents of students who fall behind can opt for child to repeat grade or enroll them in an intensive summer reading program • Wisconsin -- SB 461 • Funds for a universal kindergarten screener • Teachers must pass a more rigorous licensure test • Creates a new system for tracking the performance of instructors from different teacher-preparatory programs.

10. What happened in Florida with its 3rd grade reading guarantee began in 2002? Here’s a few of the statistics: • 1st year more than 30% of Florida’s 3rd graders were at risk of retention but within two years this percentage cut by 50% • Florida’s scores on the National Assessment of Educational Progress improved faster than national average and now those 4th graders NAEP reading scores have increased 11 points since 2002 ("Data: Comparing Reading Performance in Ohio to Florida in Third Grade Reading Guarantee Debate")

In comparison to Ohio: • In 2002 -- Florida’s 4th graders behind in reading to those in Ohio or the nation • By 2011 -- Florida’s 4th graders had caught up to those in Ohio and the nation but now outperformed them yet • By 2011 -- A greater percentage of Florida’s low-income 4th graders had become proficient in reading – Ohio’s same low-income students stayed about the same ("Data: Comparing Reading Performance in Ohio to Florida in Third Grade Reading Guarantee Debate")

Everyday they post the first line of a young adult or children's book. The trick is that they don't tell you what the book is or who the author is. A research project perhaps or a challenge between groups, classes or schools? You can also limit the age groups and/or genre of the books that are chosen. • Have students develop messages as historic or fictional characters might have communicated in 140 character tweets - "Historical Tweets" • Create an account that only students access and use it to recommend books. Keep kids reading through the summer. Students will need to be creative in "hooking" their peers to read in only 140 characters. • A new spin on the old cumulative story.
