Overview of SADC … • Agriculture is the main stay of most economies in the SADC region • In 2003, African Leaders pledged to invest at least 10% of their budget resources in agriculture while aiming to achieve at least 6% agricultural growth per year New Zealand & South Africa Triangular Agriculture Workshop, 2-3 Sept, 2014, Pretoria – South Africa

Overview … • It is the desire of all SADC Member States to have their food and agro- products to gain access to the regional and international markets • However, most primary products are unable to enter the regional or international markets partly because Member States are unable to comply with the required SPS measures for these products or meet supply demand New Zealand & South Africa Triangular Agriculture Workshop, 2-3 Sept, 2014, Pretoria – South Africa

Where are we now? • SPS Annex to SADC Protocol on Trade was adopted in 2008 by Committee of Ministers of Trade and amended in 2014 • The Annex represent strategy to balance need to protect humans, animals and plants from harmful or unsafe products – vs – need to facilitate trade New Zealand & South Africa Triangular Agriculture Workshop, 2-3 Sept, 2014, Pretoria – South Africa

Way forward • Facilitate domestication of Protocols, Annexes and regional agreements into national policies • Facilitate harmonisation and implementation of risk based SPS measures – SPS Annex • Lobby budgetary allocation for SPS New Zealand & South Africa Triangular Agriculture Workshop, 2-3 Sept, 2014, Pretoria – South Africa

Way forward … • Facilitate identification centres of excellence and centres of specialisation • Promote implementation of Mutual Recognition Agreements • Facilitate operationalisation of NEPs/ NNAs New Zealand & South Africa Triangular Agriculture Workshop, 2-3 Sept, 2014, Pretoria – South Africa
