  3. Royal Power in England • William the Conqueror builds foundation of a central government • William is the only ruler • Officials sent out to gather information on property • Doomsday Book

  4. Building of the Monarch • Henry I established loyal royal officials and the exchequer • Henry II established courts in the country side with both Grand Juries (decided what cases went to court) and Trial Juries (gave verdicts on cases) • Royal Courts decisions became the basis of common law.

  5. Struggle with the Monarch • John is excommunicated by Pope Innocent III • John promises to pay an annual fee to Rome to be forgiven by the Pope • Raised taxes to support his war in France

  6. Magna Carta • Angered by taxes and issues with the church, John is forced to sign the Magna Carta • Main points of the Magna Carta: • Rights given to nobles • Limit power of Monarch • Creation of The Great Council • King had to respect the law

  7. Origins of the English Parliament • Great Council changes to Parliament • Lords and Bishops voted, Knights and Commoners only gave opinion when asked • Two houses of Parliament, House of Lords and House of Commons • Eventually leads to Limited Monarchy
