Overview of North Carolina North Carolina • Borders South Carolina, Georgia, Tennessee and Virginia • Is the tenth most populous state with a population of 9,752,073 (2012 EST) • Known as the Tar Heel State and the Old North State • North Carolina is composed of 100 counties with the capital in Raleigh • Elevations range from sea level to 6,684 feet – Mt. North Carolina Real Estate Practices • Written Buyer Agency Agreements are required when Agent represents a Buyer • Offers To Purchase are made in writing – negotiations to final agreement may be verbal and/or in writing • Real Estate Sales Contracts must be in writing to be enforceable • NC uses a “Due Diligence” Sales Contract that allows for cancellation for “any reason or no reason” • Some builders require the use of their own Sales Contract that will differ from the Standard NC form • Earnest Money Deposits and Due Diligence Fees paid to the Seller are negotiable • Customary inspections include Structural/Mechanical, Wood Destroying Insects and Septic Tank (where applicable)

Taxes Major tax rates in Pitt County include: Real Property (residential) $.68 per $100 assessed value (Pitt County) $.52 per $100 assessed value (Greenville) Sales and Use 7% (4.25% state + 2.25% local) Personal Income 7.75% (top rate) Personal Property Same as real property tax • One half for the local sales tax is used for school construction • Town levies are in addition to County levy • Countywide rescue tax (except City of Greenville) of .046 per $100 assessed value • Fire District taxes range from .0189 to .08 per $100 assessed value • A $71 landfill fee is also assessed on each household
