Our Objectives • Strengthen formulation • Incentivize science/technology/engineering collaboration for advanced concept development • Improve visibility/leverage of systems engineering leadership across all mission phases with an emphasis on ensuring implementation lessons learned are fed back into formulation • Increase ESD leadership’s visibility into formulation • Re-task Division Managers to: • Be more strategic, less duplicative of section management • Reduce the number of decision makers in the conversation • Push accountability and decision making responsibility down to the lowest possible level • Provide clear organizational points of contact for formulation, science, instruments, flight systems and operations • Facilitate ability to implement changes to lower execution cost and implement different mission classes • Reduce the number of line management interfaces with the projects and programs • Provide a centralized engineering administration function

Director for (& above) Inputs • Improve innovative formulation and systems engineering/organization responsibility for new business • Facilitate interaction between science/instruments/technology/engineering • Improve systems engineering focus from formulation to operations • Provide technical excellence and ability to implement across all mission classes cost effectively • Facilitate small cost-constrained missions/enable lower cost mission implementation • Remove organizational stovepipes to eliminate handoffs, facilitate communication and getting the right people on the job • Reduce the number of management interfaces with the projects • Make developing a competitive product a strategic organizational responsibility • Increase line management ownership and engagement • Provide an organization responsible for operations development and Integrate operations into one organization • Ensure line management has a closed loop system to address “escapes”
