  13. Maine’s PPP Law23 MRSA Sec. 4251 • Passed in 2009 in response to desire for Wiscasset Bypass options • Applies to any transportation projects > $25 M or when tolling previously “free” infrastructure • Requires MaineDOT approval based upon statutory standards.

  20. Municipal Partnership Initiative • State – Municipal Partnership (50-50) • Small program: $ 3–5 million per year • Small projects – $500K state share cap • First-come, first serve

  21. Municipal Partnership Initiative • Often focused on “Main Street” • A local way to get into the capital queue • Easy, Agile Program • Regionalized, quick approval, simple contracts

  25. Industrial Rail Access Program(IRAP) • Public - private 50-50 program for rail or rail-related infrastructure. • Program purposes: (1) stimulate economic and employment growth (2) preserve essential rail service where viable; and (3) enhance intermodal transportation.

  27. IRAP Project Selection Criteria • Job creation/retention • New investment • Intermodal efficiencies • Private cost share % • Decrease in highway maintenance costs or congestion • Logistics cost savings • Improvements in rail service • Benefit-cost ratio Cement - Rail to Barge, Rockland

  30. Small Harbor Improvement Program(SHIP) • State and municipal partnership focused on coastal tidewater communities. • Program Purposes: 1) Support economic opportunity 2) Link ocean and land transportation and industry.
