To provide the most cost-effective, high-quality health care for enrollees in state-purchased health care programs.
Where sensible and cost-effective, to move selected populations currently served in the Fee-For-Service delivery system into managed care.
To leverage the state’s purchasing power through consolidating health care purchasing across state programs.
To take advantage of the 18-month contract period (July 2012 through December 2013) to prepare for national health reform.
To best position state-purchased health care programs for the increased demand for services resulting from the Affordable Care Act in 2014 and beyond.
