Capacity building and project preparation • Support to Water Policy (legislation) • Support to implementation of the IPPC directive • Construction of sewage collectors

  8. Croatia • Enforcement of the new Environmental Protection Act harmonised with EU legislation in cases of criminal offences against the environment (1.045 mln Euro) • Chemical safety – capacity building

  9. Former Yugoslav Republic of Macedonia • Strengthening the central and local level capacities for environmental management

Montenegro • Upgrading of Environmental Infrastructure - Construction of the Niksic wastewater treatment plant to standards that meet EU Directives. - Supervision of the procurement and construction activities. • Training of operational and maintenance staff. Tariffs will be increased, taking account of affordability, to meet operating and maintenance costs. • Support for Environmental Management - EPA development, polluter register, awareness raising

  11. Serbia • Hazardous waste management • Municipal Infrastructure support programme (project preparation and implementation) • Assistance in Implementing of Chemical Management System (1.5 mln) • Environmental Protection at Thermal Power Plants (11 mln euro)

Turkey • The REACH Chemicals Project • Improving Emissions Control • to transpose and implement National Emission Ceilings Directive (2001/81/EC) in Turkey. • Integrated Pollution Prevention and Control • reform of the administrative, legal and technical structures to implement integrated environmental permitting systems/procedures for IPPC installations in Turkey • Mining Waste Management

  18. Environmental requirements for projects • In line with EU political framework, • Link to Operational Programme, • Link to implementation of the EU ENV legislation, • Consistency with strategic planning process.

Lessons Learnt so far on IPA III • Environmental requirements for all types of projects under IPA III; • Project must comply with the environmental acquis; • Projects co-financed by IFIs must comply with the environmental acquis; • Defining roles and responsibilities to all stakeholders in the process as early as possible; • Planning of programming; need for support documents; • Importance of transparency and justification for projects chosen to the OP;

Lessons Learnt so far on IPA III • Developing adequate expertise for project preparation; • Challenge of preparing and implementing projects by municipalities; • Importance of quality of EIA and public consultations process; • Special focus on nature protection areas; • Open and pro-active approach to preparing and submitting projects;
