The Study The study’s objectives: • Determine progress with the liberalisation of air services in the APEC region between 1995 and 2005 • Identify existing barriers to liberalisation, and specific areas where there is scope for further development; • Indicate where efforts should be focused in future to achieve the targeted reforms agreed under the Eight Options for More Competitive Air Services with Fair and Equitable Opportunity 2006/TPT-WG-28/AEG-SRV/012

The Study The study’s objectives: • Determine progress with the liberalisation of air services in the APEC region between 1995 and 2005 • Identify existing barriers to liberalisation, and specific areas where there is scope for further development; • Indicate where efforts should be focused in future to achieve the targeted reforms agreed under the Eight Options for More Competitive Air Services with Fair and Equitable Opportunity 2006/TPT-WG-28/AEG-SRV/012

The Report The Report will focus on: • Changes to structures of bilateral air services agreements (based on the Eight Options); and the performance of APEC economies and hub airports (through GDP, overseas visitors, designated airlines, capacity and flight frequency) • The Final Report from the project is expected to be completed by 7 December 2006 • A draft report is expected to be circulated to the Air Services Experts Group in November 2006/TPT-WG-28/AEG-SRV/012

Information Sources • Data for the report will be taken from various sources including: • Surveys undertaken by APEC of its member economies for 2000 and 2005; • The 2004 CD-ROM of Global Air Service Agreements from the International Civil Aviation Organisation (ICAO); • Government websites; and • CAPA’s database of air service agreements 2002-2006 • Performance data will be sourced from: • The International Air Transport Association database • OAG database • The Association of Asia Pacific Airlines annual statistics • Pacific Asia Travel Association (PATA) 2006/TPT-WG-28/AEG-SRV/012

Limiting Factors • Meaningful comparisons of liberalisation progress post 1995 is limited by: • historic information on bilateral air service agreements between APEC economies for 1995 is not available and APEC has no records prior to 2000. • Significant variation in the quantity and quality of survey returns from APEC countries (eg 14 of the 21 countries provided returns to the latest survey conducted by DOTARS) • Limited data is accessible on the available capacity of the countries at the different time intervals • The model has been adapted to reflect these difficulties. However, it will be difficult to identify where liberalisation goals have not been met due to the lack of publicly available information. • As a result, CAPA will rely to a greater extent on performance indicators for its findings. These will be qualified by the prevailing industry/economic environment. 2006/TPT-WG-28/AEG-SRV/012

Initial findings • Preliminary investigations show: • A discernible shift towards liberalisation within bilateral structures: • Introduction of principal place of business criterion by a number of countries; • Mostly involve 3rd/4th freedom rights; 5th freedom rights generally accorded only on quid pro quo basis; • 7th freedom rights extremely rare; • 8 APEC countries maintain open skies with the US • Impetus for liberalisation occurring at a sub-regional level • Little progress achieved on multilateral agreements (MALIAT, MALPAS); some residual resistance to relaxation of provisions, especially on ownership/control, 5th freedom rights 2006/TPT-WG-28/AEG-SRV/012
