Context National Adult Social Care Policy • To promote personalisation,choice and control • To enable disabled people to access opportunities for work and community participation • To make the most effective use of individual, community and state resources at a time of reduced public expenditure. To ensure services are person centred, outcomes focused, and able to be purchased directly by the end user

  6. Challenges • Financial: • Unit costs • Daily rate • Finance system • Value for money – what does this mean? • Geographical • Can area cover finance requirements? • Risk Analysis • Contractual • Flexible service • Contract needed for individuals
