  3. 1. Twinning project concept Project fiche to be elaborated by beneficiary consisting of an institution building part (twinning contract) and an investment part (service contract) Approval by the EU Tendering: Twinning Covenant Tendering: investment funds Project implementation

The beneficiary lacks the project experience required Are the procedures and the time needed for tendering sufficiently known?Does the investment section correspond with the twinning section? B. The beneficiary does not sufficiently see the implications of the acquis Have all the input requirements been considered? C.The beneficiary charges external consultants with drafting Are the consultants skilled enough to qualify for that job? D. Lack of sufficient knowledge about budget compilation Is the beneficiary aware of the costs of an RTA or STE mission?Can the required input of the MS be funded at all with the available budget?

  6. 3. Points of criticism Approval by the EU It seems that the EU does not sufficiently consider the time allowance needed for coordination between the two parts of the project - IB and Investment. Our experience says that there is not yet sufficient coordination between the two parts of the project: neither in the conception, nor in the implementation phase.

  7. 3. Points of criticism Tendering: investment funds A. Starting time frequently depends on the first outputs of the Twinning contract (elaboration of technical specifications for tendering) B. The tendering procedure is much more elaborate and inflexible, and it cannot sufficiently be influenced by the project partners

  8. 4. Proposed solution Search for partners prior to the compilation of the project fiche = to advance the application procedure! Assessment and project fiche to be handled by experienced MS experts who will actually implement the project Realistic assessment of implementation feasibilities by experienced administrative staff from the EU MS Realistic synchronisation of twinning contract and investment part from the very beginning
