  6. Regulations • An event of which attendance comprises of more than 5000 people shall be event prescribing for purpose of section 230 0f the Planning and Development (Licensing of Outdoor Events) Regulations, 2001

  7. Information on Act • Act was introduced in 2001 with modifications in 2002. • Definition of Total Attendance comprises of total people attending event including • Artists • Workers • Audience

Time Line For Application • 2 weeks before applying for act intention of application must be published in local paper • Application must be made no less than 16 weeks before event. • Recommended holding public meeting to inform local community plans as early as possible but definitely before intention of application is published.

  9. Intention of Application Shall Include • Name of Applicant • Location • Type of Event • Date • Name of Local Atturothy • Attendance • That Application is available for inspection (include address, dates and fee applicable)

  10. Application Shall Include • Draft Management Plan • Evidence of Publication of intention of application • Details Of Tickets • Purposed Time and Duration of Events • Drawing of Venue • 1:1000 Urban • 1:2500 Rural

  11. Information on Application • Fee of 2500 euro applies • Six Copies Of All Documents Must Be Submitted With Application

Management Plan Shall Include • Names and Responsibilities of Event Controllers • Event Safety Officers And Deputies • Draft Site Emergency Plan • Draft Safety Strategy Statement • Provision for Removal Of Structures off Venue After Event • Draft Environmental Monitoring Programme • Before • After (clean up)

  13. Prescribing Bodies • The relevant Chief Superintendent of An Garda Siochána • The relevant Health Board • Any other county council, county borough corporation, borough corporation or urban district council, which will be affected by the event.

Function of Prescribing Bodies Local Atturothy • A local authority may also consult any other body, not being a prescribed body, in relation to an application where it considers it appropriate. • A local authority may request such further information from the applicant where necessary • The local authority may take whatever measures it considers necessary, including the convening of meetings or the taking of oral submissions, to seek the views of any person in regard to the application.

  15. Function of Prescribing Bodies Gardai And Health Board • Have the power to request more time off the local atturothy where they need more time to consider application. Where they consider necessary. Hence proposing the event. • Gardai will have to be present at event • At least one ambulance present at event • Gardai will not approve event unless permoter have sufficient event security (although not regulated) • Health Board will not approve event unless sufficient first aiders ( although not regulated) • Applicant liable for fee (Gardai fee for previous festival was negotiated down from 75k to 15k fro 10k attendance event)
