Examination Guides Prior to March 24, 2014 • Guide for Administration of Merchant Marine Examinations(Deck & Engineering Guide) June 2011 • A mariner seeking an original national endorsement or raise of grade based on training or service started before March 24, 2014, will be examined under the regulations and policy in effect before that date unless they have specifically requested to examine for their endorsement under the final rule published by the Coast Guard on December 24, 2013, (78 FR 77796). Those examinations are set forth in this guide. As of March 24, 2014 • Deck and Engineering Guide for the Administration of Merchant Marine ExaminationsAugust 2014 • A mariner seeking an original national endorsement or raise of grade based on training or service started on or after March 24, 2014, will be examined under the requirements of the final rule published by the Coast Guard on December 24, 2013, (78 FR 77796). Military to Mariners NMC Involvement • NMC website has a dedicated section that provides detailed information on documentation requirements, training and exams, crediting sea service, recency, and Officer/Enlisted credential crosswalk http://www.uscg.mil/nmc/professional_qualifications/default.asp • NMC/REC Attendance & Presentation @ numerous meetings/events • Produced informational brochure “Documenting Military Sea Service” • Acceptance of all Services drug testing results • Guidance to Service members to submit history of assignments, transcript of sea service documentation, or acceptable military tracking software printout to prove sea service time • NMC-5 (TSB) has a small dedicated cell to handle Military to Mariner applications; and provides regular in-house training to process these applications • Approval of courses

Medical Certificates • As of January 24, 2014, the Coast Guard began issuing medical certificates to all mariners holding valid international endorsements, per the Final Rule titled, “Implementation of the Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW), as Amended, and Changes to National Endorsements.” • The medical certificate is a new document that serves as proof that a mariner meets the required medical and physical standards, per Title 46, Code of Federal Regulations (CFR), Part 10, Subpart C, Medical Certification. The publication incorporates the 2010 Amendments to the STCW Convention into the U.S. regulations. It also makes other necessary changes to our national regulations for the purposes of reorganization, clarification and needed updates. • To date, the National Maritime Center has issued 97,618 medical certificates.
