  2. OCSD Overview • Two Treatment Plants – Fountain Valley and Huntington Beach • Serving north Orange County – 2.5 million people • Average influent is 240 MGD, 210 recently • Plant 1 provides about 80 MGD to the Ground Water Replenishment Program • Flow diverted from Plant 2 at night (20 MGD)

  3. Plant 1 Electrical System • Existing peak demand = 7 MW • 2014 estimated peak demand = 17 MW • Co-gen facility rated 5 MW • New 66kV substation – dual sourced • Standby generators for critical loads • ION 7550 power monitor based

  4. Plant 2 Electrical System • Existing peak demand = 7.5 MW • 2014 estimated peak demand = 7 MW • Co-gen facility rated 13 MW • 66kV substation – single sourced • Standby generators for critical loads • ION 2300 power monitor based

Energy System Challenges • CenGen operation is limited by AQMD • Large capital expansion program pushes energy conservation projects out • Plant 2 energy efficiency will be challenged with a growing diurnal curve • Energy monitoring and control systems are too basic and high level • The 4.5 mile digester gas pipeline between the two treatment plants is out of service • Limited process storage capacity

  9. Understand the Onsite Energy Generation • Record Generation Metrics in Spreadsheet • Trend Fuel Use, Output, and Efficiencies • Identified Excessive Flaring of Digester Gas • Obtained AQMD Permit Change

  10. Build Efficiency Into New Projects • Premium efficiency motors • Use of variable speed motor controllers • High efficiency lamps and ballasts • Multi-level lighting
