The Changes • Widen Money Advice Gateway • DAS Administrator administers DPPs from free sector money advisers • Include the private sector • New central IT system – DASH • Joint DPP for couples • DPPs for single debts • 6-month payment holiday • Change payment distribution process • Recovers costs to public purse

  3. The Benefits • Increased transparency through DASH • Increased choice and availability to debtors • Regulations to improve payment distribution • Creditors more involved in the process

Some Numbers Applications: • 2273 DPP applications under new Regulations • 3319 approved financial year 2010/11 • 1910 approved financial year 2011/12 • 784 joint applications - 475 joint applications approved - 309 joint applications rejected • 130 applications with single debt - 73 applications approved - 67 applications rejected

  5. Some Numbers Variations (includes payment holidays): • 993 applications to vary a DPP • 974 variations approved • 21 variations rejected Fair & Reasonable Tests: • Approx 4300 applications where F&R carried out • Approx 2700 applications approved following F&R test

  6. Numbers since new Regulations 1 July 2011 – 31 May 2012 Revocations from 1 July 2011 to 31 May 2012: • 629 Revocation Requests • 482 Revocations Accepted • 147 Revocations Rejected

  7. Numbers since new Regulations (1 July 2011) Average debt Prior to July 2011: £24,194 July 2011 - May 2012: £18,978 Average DPP duration Prior to July 2011: 8 years 5 monthsJuly 2011- May 2012:6 years 8 months

  8. Numbers since new Regulations (1 July 2011) Gender split 45% male, 55% female (from 1 July to 31 Dec 2011)

  9. DAS Approved Money Advisers • 93 Approved Money Advisers pre-July 2011 • Now 109 active Approved Money Adviser organisations • 78% free sector, 22% fee-charging

  10. DAS Approved Money Advisers The split of cases since 1 July 2011 is • 35% free sector, 65% fee-paying
