BackgroundWhat Is Section 508? • Section 508 mandates that all electronic and information technology developed, maintained or procured by the Federal government be accessible to people with disabilities. This includes: • Applications and Operating Systems • Web sites, intranets, Web-enabled applications • Telecommunication (voice and data) • Video and Multimedia Products • Self Contained, Closed Products • Desktop and Portable Computers (Workstations)

  4. BackgroundApplicability of Section 508 • It’s The Law • Applies to all Federal departments and agencies. • Does not regulate the private sector. However, if a private organization is providing e-commerce or electronic and information technology to the government, it must conform to the requirements. • Few exceptions to the regulations • In matters of national security as defined in the Clinger-Cohen Act of 1996.

BackgroundApplicability of Section 508 • Reporting the Compliance • Need to develop a Plan showing a road to compliance and show progress • Requires all government departments and agencies complete an Agency Evaluation every two years: • Submitted to the Attorney General • Used to determine the extent to which the department’s or agency’s EIT is accessible • Attorney General submits a report to the President every two years containing the information and recommendations . • On January 18, 2001, a Memorandum for All Federal Agency Chief Information Officers was transmitted to initiate a survey to be used to prepare the first status report.

BackgroundApplicability of Section 508 • Enforcement • Applies to all Electronic Information Technology • Recommended that agencies use Section 508 to assist in re-engineering their legacy systems to become compliant to avoid possible litigation under previsions or sections of the ADA, i.e., and the Rehabilitation Act such as Section 504 • Incorporated into the Federal Acquisition Regulations (FAR) • Subject to litigation under the same process that is used for Section 504 of the Rehabilitation Act

Background Applicability of Section 508 • Electronic Information Technology Compliance Analysis • Government department or agency must comply with technical aspects as outlined in “Part 1194” EIT Accessibility Standards. • Software Applications and Operating Systems (1194.21) • Web-Based Intranet and Internet Information and Applications (1194.22) • Telecommunication Products (1194.23) • Video and Multimedia Products (1194.24) • Self Contained, Closed Products (1194.25) • Desktop and Portable Computers (1194.26)

Section 508Web Site Remediation • Modify Customers Web pages to Make Them Compliant • Time and Material Based on Initial Assessment • Hourly Rates based on GSA Schedule 70 • Requires metrics obtained from assessment to determine the amount of work that will be required to modify the web site for compliance • 75% of the time it normally taken to modify code for section 508 can be save using Web based tools provided by different vendors such as W3 software. • Will submit cost proposal upon request from our customers
