  4. Concussions No changes to MHSAA concussion protocols for 2015-16. Officials again have NO ROLE in diagnosis of a possible concussion. The school designated health care provider (doctor, trainer, coach) makes the determination whether or not a possible concussion has occurred. Simply put, instruct your members to follow the protocols!

  5. Ejections & Disqualifications • Officials Report form must be completed online whenever a coach or player is ejected from a contest as soon as possible (next day ideal). • From time to time, officials are ejecting coaches or players but make the statement that “I won’t write it up” as if that somehow removes the next day of competition penalty. • Know that the school must enforce the penalty whether or not a report is filed. Officials need to complete the report as required, and the ejection penalty cannot be modified after it has taken place.

MHSAA Insurance Coverage for Officials When working MHSAA contests as a registered official, the MHSAA provides two types of insurance: • $1,000,000 in Liability Coverage (if an official is sued by a game participant, parent, etc). $0 Deductible! • $500,000 in Catastrophic Accident Medical Coverage- this coverage is designed to provide a safety net should an official suffer a serious, catastrophic type injury while officiating. The $25,000 deductible is paid by the official’s primary insurance. This MHSAA coverage is only in place when working a contest involving at least one MHSAA member school team.

  8. Recruiting NEW Officials • In each folder, you received ONE free registration form for ANY new official (never before registered). • Each school receives TWO free registration forms for graduating senior students. • We need to continue recruiting!

  9. MHSAA & Arbiter Arbiter One…plans for 15-16. Arbiter Pay…1099 issues. Remember that the MHSAA continues to pay the fee for each registered official’s Arbiter access to local associations and/or registered assigners Arbiter accounts for regular season assigning. Arbiter Game…plans for 15-16.

  10. Social Media Policy Consider social media communications as public at all times — even if created with private intentions. If you are going to use social media in any form, consider your communication may be read by anyone at anytime. You represent the officiating industry, the MHSAA, your associations, your assigners and your partners. Act accordingly. Promote officiating in a positive light and with a general feeling of pride and professionalism. You are an ambassador for officiating. You have a unique access to information. The same ethical restrictions that apply to any form of public speech also apply to social media. It is inappropriate to communicate specifics about your assignments, other officials, conferences/schools, coaches, players or any related personnel.

Social Media Policy Do not engage in specific play and or ruling evaluation/ commentary, whether it be of a game you worked, one that you witnessed or in general about the impact of officials in any sporting event. Communications among officials for learning purposes should be done privately and not through the use of social media. Be mindful that email and other forms of direct communication can be made public. Be very sparing in the sharing of your personal information, including photos. Adjust security settings accordingly. Report fake profiles or posts to the appropriate authorities/governing bodies in a timely fashion. The bottom line is that common sense must be your guide. Remember that silence can never be misquoted.

  12. Professional Expectations • Always wear the prescribed high school officiating uniform…clean, pressed, properly fitting and includes the MHSAA patch. • Officials often get in trouble not for what we call but for what we say. Think before you speak in emotional situations! • Enforce the rules as written…do not pick and choose which rules will be followed and enforced!

  13. Regular Season Pay Survey & Tournament Fees Copy of most recent regular season pay survey is in your packet. Next increase in tournament fees is set for 16-17.

Regulation II, Section 7 C • High schools and others which sponsor competition for member high school teams, and utilize and pay for services of a third-party, non school assigner for high school officiating contests, shall use only those assigners who are registered with the MHSAA for the current year. • In other words, if a person is assigning HS games and receives compensation to do so, that assigner must be a MHSAA Registered Assigner each year.

  22. Standards for Registered Assigners • In addition to registration and meeting completion, there are ten defined standards that must be followed by a Registered Assigner. Many of these standards have been long-standing policy of the MHSAA. • Here are the 10 standards.

  23. Standards for Registered Assigners 1. Registered Assigners shall be paid by: a. a league or conference or school, or b. the members of an approved association who elect or hire an individual to assign for them. Turn-back fees, paid to an assigner by an official, do not violate this concept. The MHSAA also allows an assigner to be reimbursed for expenses by the association.

  24. Standards for Registered Assigners 2. Registered Assigners shall not collect fees for service from a school, league or conference and an individual official or an officials association.

  25. Standards for Registered Assigners 3. Registered Assigners shall not require an official to be a member of a specific officials or sport association in order to be assigned games under the control of the assigner. Membership in any Approved Local Association is an acceptable requirement.

  26. Standards for Registered Assigners 4. Registered Assigners shall not require an official to pay a fee to participate in a “specific” camp, clinic or training activity in order to be evaluated and considered for assignments under the control of any assigner. Involvements in free events, for the same reason, are permitted.

  27. Standards for Registered Assigners 5. When schools secure the services of a Registered Assigner to arrange or contract officials for their contests, contracting of those officials ultimately remains the responsibility of the school even though a school or league/conference authorized the assigner to issue an Arbiter agreement or contract.

  28. Standards for Registered Assigners 6. Registered Assigners must allow schools to contact and contract officials on their own and shall not intimidate or discourage officials from accepting games directly from schools at any time, either alone or in combination with games received from an assigner. MHSAA staff shall revoke the registration of the assigner if it is believed that such unprofessional conduct occurred.

  29. Standards for Registered Assigners 7. Registered Assigners shall not intimidate or discourage officials from accepting games or assignments from other assigners, schools or leagues at any time. Any Registered Assigner engaging in this type of threatening or intimidating behavior, either directly or indirectly, will risk MHSAA staff revoking the registration of the assigner if it is believed that such unprofessional conduct occurred.

  30. Standards for Registered Assigners 8. Contracts extended by a Registered Assigner may not be withdrawn or reassigned to another official, except in cases of personal emergency which will not permit an official to officiate any contest on the contest day once that sport season has begun, as prescribed by MHSAA Regulation II, Section 11(D).

  31. Standards for Registered Assigners 9. In the event a Registered Assigner, school, league or conference does not utilize the MHSAA contract (paper or online Arbiter or other online agreement) for officials, all comments, actual and implied, and all terms and conditions which appear on the published MHSAA contract, shall be acknowledged and will be applicable to any MHSAA registered official.

  32. Standards for Registered Assigners 10. Assigners may not accept funds earmarked for officials game fees from a school, conference, league or facility and then pay officials directly for games worked. Payment to officials for contests worked shall come directly from the school or through the school via a third-party electronic payment service.

  33. Assigners MUST be Registered It is required that MHSAA Registered Assigners follow all published “Standards for Registered Assigners.” Any violation of these standards will place the Registered Assigner at risk of losing his or her registered status after review by MHSAA staff, as outlined in the Disciplinary Procedures for MHSAA Officials and Registered Assigners on pages 4-5 of the MHSAA Officials Guidebook.
