  1. Pollution Prevention Data Flow Prabin Kanel (PPRC) Andrew Putnam (CDPHE) Ken Grimm (PPRC) April 25th, 2007

  2. Partners • Colorado Department of Public Health and Environment (CDPHE) • Pollution Prevention Resource Exchange (P2Rx) • Pollution Prevention Resource Center (PPRC)

  3. History • P2Rx needed a state partner to apply for an EPA Exchange Network Grant • At the eleventh hour P2Rx asked Colorado, and we said yes……. • Colorado received Grant for $744,000 to develop state level module • Passed $500,000 through to PPRC to do regional and national level modules

  4. History Cont.. • The project is a collaborative process involving the CDPHE Office of the Environment and the national P2Rx Centers. • The project will advance the development of the Exchange Network by implementing new Exchange Network data flows of regional and national pollution prevention (P2) measurement data.

  5. Project Components • Develop Outcomes Database for CDPHE • Modify P2Rx systems • Develop P2 Data Flow

  6. Colorado Perspective • Beyond P2Rx – also want reports for • EPA/PPIS (GranTrack) • P2 Grants to P2 Advisory Board (PPAB) • CDPHE Management • Other stakeholders • Beyond P2 • Sustainability Initiatives • Leadership (Performance Track) • Greening Government • Supplemental Environmental Projects (SEP)

  7. Data Structure • Initiative Level (Greening Government) • Project Level (a state agency (CDPHE, CDOT, etc.) • Subproject Level (various tasks at that agency like CDPHE) • Metrics Level (activities, outputs, outcomes)

  8. Example

  9. Example Cont..CDPHE Lighting Retrofit • Sample Metrics: • Implementation cost ($) • Savings ($/year) • Electricity savings (kWh/year) • Air Pollution Prevented: • CO2 prevented (MTCO2E) • SOx prevented (Tons / year) • NOx prevented (Tons / year) • Particulate prevented (Tons / year) • Mercury prevented (#’s/ year)

  10. Example Cont..CDPHE Fleet • Sample Metrics: • Hybrids purchased • Alternative fuel vehicles purchased • Higher mileage vehicles purchased • Gallons of alt. fuels purchased • $$ saved ($$/year) • Gallons of fuel reduced • Air pollution reduced (CO2, SOx, NOx, CO, PM, Mercury)

  11. OutputsFor P2Rx - Export XML File to node • Standard Reports • EPA GranTrack • Ad Hoc Queries by • Initiative • Project • Subproject • Metric • Etc.

  12. Data Collection Tool • When enter a new Subproject into database, will enter metrics that will likely be measured. • Then can generate a Data Collection Form (DCF) listing the likely metrics including: • a brief description of the metric, • units, • best practices to measure the metric

  13. Where CDPHE is: • System Requirements Specifications written • Getting ready to go to contract to design and build the system

  14. National P2 Results Task Force • Joint Project: NPPR & P2Rx • Includes representatives of states in every EPA Region, P2Rx Centers, EPA HQs & Regional Offices • Has been meeting for over 3 years • Focused on developing core national P2 measures, data aggregation tool, & report on the results

  15. Purpose • Help sell the economic and environmental value of P2 • Promotes new opportunities and connection with clients • Help policy makers assess P2 efforts and determine funding • Provide EPA quality data regarding P2 efforts

  16. Current Accomplishments • Designed Framework • Developed a Data Dictionary for a set of core metrics – Behavioral, Activity and Outcome • MOA with P2 programs – 35 signatories, 31 states • Programmed regional aggregation modules that reside at P2Rx Centers

  17. The Framework Customers Data Collection Desktop Tracking Regional Aggregation National Roll-up Of Results

  18. Activity Measures (Level 1) • Trainings, workshops, meetings, conferences and roundtables • P2 Plans • Site visits • Brief assistance • P2 information developed • P2 information distributed • Grants awarded • Web visitors to online information • Awards Programs • Leadership Programs

  19. Behavioral Measures (Level 2) • Clients reporting adoption of P2 policies • People trained in P2 by clients • Clients developing EMSs • Clients that have developed a P2 Team • Clients that have mapped their processes • Clients reporting compliance improvements • Clients reporting implemented P2 suggestions • Clients reporting increased understanding of P2 Opportunities

  20. Outcome Measure (Level 3) • Reduced Operating Costs (dollars/year) • Non-Hazardous (pounds/year) • Hazardous Materials (pounds/year) • Hazardous Wastes (pounds/year) • Air Emissions (pounds/year) • Solid Waste (pounds/year) • Energy (KwH/year or therms/year) • Green Energy (KwH/year or therms/year) • Water Use (gallons/year) • Water Pollution (pounds/year)

  21. Regional Aggregation Modules • Key component of the “framework” • Tell the Regional “P2 Story” • Can provide local program anonymity & control • Can provide reports for individual programs • Helps sell the value of programs to regional, state and local decision makers • Feeds the National Report

  22. Regional Report

  23. Regional Report Cont…

  24. Regional Report Cont…

  25. Highlights

  26. PPRC project • “Call for Data” for years 2004 and 2005 • P2Rx Centers organize regional measurement stakeholder workgroups • Submit regional measurement needs and changes to regional module • Program changes to all regional modules • Data entry training for P2 programs • Regional Module Version 2.1 released to P2Rx

  27. PPRC Project Cont… • Regional Measurement Workgroups to discuss Version 2.1 • Call for Data” - Calendar Year 2006 • Version 2.1 modifications • Regional Reporting • National Reporting

  28. P2Rx

  29. P2Rx Dataflow Diagram P2Rx Regional Center

  30. P2Rx Dataflow • Regional centers webservices (written in Coldfusion)  Implemented • Regional Data storage – MS Access or MS SQL Server • P2Rx national application written in coldfusion to consume webservices  Testing phase • Data storage  MS SQL Server • Scheduled task to update monthly  Testing phase

  31. P2Rx Dataflow Cont.. • Services • GetAgencies • GetProject • GetProjectToActivites • GetProjectToBehavioral • GetProjectToOutcomeMeasures • GetProjectToSector

  32. The Data Flow

  33. Basic Schema Structure

  34. Where are we? • Developed a draft XML Schema • P2Rx Node installation (50%)

  35. What do we still have to do? • Develop Plug-in for Nodes and test flow • Develop Flow Documentation • Get Flow Approval
