Important Dates • Request for Applications (RFA) issued: February 23, 2010 • Optional Letter of Intent to Submit Application: March 22, 2010 • Applications due by noon on April 30, 2010 • Estimated notification of finalists for awards: June 11, 2010 • Estimated public announcement of funding awards: July 12, 2010 • Estimated project implementation period: July 2010 through May 2012

Eligible Entities Who Can Apply for Funding: • All Arkansas municipal and county governments are eligible to apply, except for the following who are receiving funds directly from the US Department of Energy: Ineligible cities: Conway, Fayetteville, Fort Smith, Hot Springs, Jonesboro, Little Rock, North Little Rock, Pine Bluff, Rogers and Springdale Ineligible counties: Benton, Crawford, Crittenden, Garland, Lonoke, Pope, Pulaski, Saline, Washington and White

EECBG Program Details Funding Total: $5 million Type of Award: • Awards will be grant agreements between the city/county and the Arkansas Energy Office, which is a Division of the Arkansas Economic Development Commission. • Funds will be disbursed on a reimbursement basis with a monthly invoicing cycle. Advance drawdowns on awarded funds will be allowed.

  5. EECBG Program Details Award Size: • Minimum award = $5,000 • Maximum award = $750,000 • Approximately $500,000 will be reserved for small projects sized $5,000 - $50,000. • A city or county may submit only one application, but multiple activities may be included within the application. Joint applications from more than one eligible entity are not allowed.

  6. EECBG Program Details Cost Sharing: • No cost share is required; however, projects that have match or leverage funds from other programs will score higher (see Application Scoring section)

Eligible Projects Eligible Projects: • Conducting residential and commercial building energy audits, which includes hiring technical consultants to conduct such audits. • Establishment of financial incentive programs for energy efficiency improvements. • Projects Are Limited To: installation of insulation; installation of efficient lighting; heating, venting, and air conditioning (HVAC) and high-efficiency shower/faucet upgrades; weather sealing; the purchase and installation of ENERGY STAR appliances; installation of solar powered appliances with improved efficiency; and replacement of windows and doors.

Eligible Projects Eligible Projects (continued): • Provision of sub-grants to nonprofit organizations and/or governmental agencies for the purpose of performing energy efficiency retrofits, provided that: • Projects Are Limited To: installation of insulation; installation of efficient lighting; heating, venting, and air conditioning (HVAC) and high-efficiency shower/faucet upgrades; weather sealing; the purchase and installation of ENERGY STAR appliances; installation of solar powered appliances with improved efficiency; and replacement of windows and doors.

Eligible Projects Eligible Projects (continued): • Development and implementation of energy efficiency and conservation programs for buildings and facilities within the jurisdiction of the entity, provided that: • Projects Are Limited To: design and operation of the programs; identifying the most effective methods for achieving the maximum participation and efficiency rates; public education, measurement and verification protocols; and identification of energy efficient technologies.

Eligible Projects Eligible Projects (continued): • Development and implementation of building codes and inspection services, and associated training and enforcement of such codes in order to support code compliance and promote building energy efficiency. • Replacement of street lighting with energy efficient technologies

Eligible Projects Eligible Projects (continued): • Development, implementation, and installation on or in any government building of onsite renewable energy technology that generates electricity from renewable resources, provided that: • Projects Are Limited To: • Solar Electricity/Photovoltaic – systems or unit on existing rooftops and parking shade structures must be sized for the load of the particular building it is installed on; or a 60 KW system or smaller unit installed on the ground within the boundaries of an existing facility. • Wind Turbine - 20 KW or smaller. • Solar Thermal - system must be 20 KW or smaller. • Solar Thermal Hot Water - such as appropriately sized for small buildings. • Combined Heat and Power System - boilers sized appropriately for the buildings in which they are located. • Biomass Thermal - 3 MMBTUs per hour or smaller system with appropriate Best Available Control Technologies (BACT) installed and operated.

  12. Review and Award Process • Winrock will review applications for administrative completeness. Incomplete applications will not be considered for funding. • Applications will be scored by a panel of independent reviewers according to the grant selection criteria outlined in RFA funding announcement. No person who has been involved with the application process, technical assistance or other contact with potential applicants will be involved in reviewing and scoring applications. • The Arkansas Energy Office, which is a Division of the Arkansas Economic Development Commission, will make final funding decisions based upon application scores and other considerations to ensure that the final portfolio of funded projects represents a diversity of geography, city/county size, project size and project type. Additional consideration may be given to renewable energy projects. Through this process, the Arkansas Energy Office reserves the right to refuse to fund any or all applications or to partially fund applications.

  13. Application Scoring Scoring Criteria: Projects can score 5 bonus points for innovation.

Electronic submittal is optional, but hard copies are required.
