  3. APIS Advance Passenger Information System • APIS is a program within CBP that screens passengers and crew members traveling on international flights. • APIS collects biographical data from international air passengers and crew members traveling into or departing from the U.S.

  4. More on APIS… • APIS is designed to enhance national security and the security of the commercial and private air industries. • APIS information is vetted against a government established and maintained terrorist watch list prior to the departure of the aircraft.

  5. APIS Aircraft operators must: • Transmit passenger manifest information for aircraft scheduled to arrive or depart from the U.S. prior to closing of the aircraft doors. • Provide complete flight information • Provide a unique identifier and specific information for each passenger

  6. APIS Quick Query (AQQ) AQQ is intended to prevent a passenger of interest from boarding an aircraft. AQQ allows for real-time transmission and automated screening of passenger data prior to boarding. When a passenger checks into a flight, specific information is required to be sent to CBP by the airline in order to issue a boarding pass.

  8. Private Air APIS • Private Air pilots or designee must transmit via Electronic APIS (eAPIS): • Traveler manifest information for each individual onboard • Notice of arrival information and/or • Notice of departure information

  9. Private Air APIS • Transmit no later than 60 minutes prior to departure for flights arriving/departing U.S. • Voluntary compliance period from December 18, 2008 to May 18, 2009 • eAPIS is a component of CBP website • https//:eapis.cbp.dhs.gov

US-VISIT United States Visitor and Immigrant Status Indicator Technology • First implemented in January 2004 • Required 2 fingerprints and photo of all non-immigrant VISA holders • 10 print piloted in November 2007 and is now at every passport control lane at JFK • In January 2009, extended to lawful permanent residents

  11. US-VISIT • Biometrics collected by US-VISIT are linked to specific biographic information enabling a person’s identity to be established, then verified. • Collections and verifications occur at VISA application, entering the US, and when seeking immigration benefits

US-VISIT • Checks biometrics against a watch list of known or suspected terrorists, criminals and immigration violators • Checks against the entire database of all of the fingerprints DHS has collected since US-VISIT began to determine if a person is using an alias and attempting to use fraudulent identification • Checks biometrics against those associated with the identification document presented to ensure that the document belongs to the person presenting it and not someone else

Effective January 12, 2009, all Visa Waiver Program (VWP) travelers are required to obtain an electronic travel authorization prior to boarding a carrier to travel to the U.S. • VWP = travelers from VWP countries are not required to have tourist or business VISAs for travel less than 90 days.

  15. Information required: • Name • DOB • Citizenship • Residence • Email address • Telephone number • Gender • Passport information • Address while in U.S. • Airline, flight, city where boarding • “Do any of the following apply to you?” questions

  16. Trusted traveler program as of June 2008 • U.S. citizens and lawful permanent residents with no criminal offenses or if declared inadmissible under immigration legislation. • May bypass regular passport control and proceed to Global Entry Kiosk.

  17. Application process online at cbp.gov • Click on Trusted Traveler Programs • Non-refundable payment of $100 • CBP Review and conditional approval • Interview scheduled

At Interview • CBP reviews documents • collects fingerprints and photo • enrolled • At Kiosk • swipe passport or resident card • fingerprints (2) verified • digital photograph is taken • data base check • declaration questions are asked • transaction receipt for presentation to CBP officer at exit

Traveler validates APIS flight data and Declaration questions via touch-screen 2. Fingerprints are taken 5. Data is sent for processing against law enforcement databases 6. Receipt is printed
