  3. County Council Organisation • Four areas – East, South, West and North • East – Winchester City Council, East Hampshire DC and Eastleigh BC • East HQ at Petersfield • Winchester CC area – 46 Parishes and 850 miles

  5. Highway Maintenance Functions Reactive Maintenance Planned Maintenance Regulatory Functions

  6. Reactive Maintenance • Patching • Pot holes • Drainage • Road markings • Inspection

  7. Highway Inspections • All roads and footways are regularly inspected to check for defects. • Inspections provide basic information to ensure:- • Network Safety • Network Serviceability

  8. Planned (Special) Maintenance • Reconstruction • Resurfacing • Surface Dressing • Drainage Improvements

  9. Planned Maintenance Priority Demand for schemes exceeds funding – priority system • Bids made • Objective assessment • Rating to give priority • Programme of work

  10. Regulatory Functions • Network Management eg temporary signals, accidents • Unauthorised signs • Vegetation • Skips and scaffolding

  11. Parish Councils and Highway Maintenance • Parish highways coordinators • Winchester Ward Councillors
