In a recent news report, Commissioner Holliday indicated the implementation of Senate Bill 1 may be in trouble due to lack of funding since the Race To The Top funding wasn’t awarded to Kentucky. • Senate Bill 1 – the 2009 education reform legislation which includes a new testing system and required updating of textbooks for which there is no state funding currently. • According to Commissioner Holliday, “We do not have adequate funds to support what our teachers are going to need.”

  12. The Bullitt County Board of Education 2010-2011 Budget is based on the 4% tax rates. • It has been the recommendation of the Kentucky Department of Education for Districts to take the 4% rate. If not, the revenue which could have been received is lost forever. • By taking the 4% rate, the local tax is expected to generate 4% more revenue than the previous year not counting new property. This rate is not subject to recall.

  13. Compensating Rate • The Compensating Rate is the rate which is expected to produce approximately the same revenue as last year. • In comparison to the 4% rate, the amount of revenue which would be lost if the compensating rate were passed is $1,068,279.

  15. By taking the Compensating Rate, the revenue increase would only allow for the purchase of 4 school buses and would eliminate all funding directly impacting studentsin the classroom.

  16. Jefferson CountyRates per $100 Assessed Value • Real Estate rates increased from 64.6 to 67.6. • This amounts to a $30 increase on a $100,000 home. • Last year Jefferson County raised taxes as well and increased by $21 on a $100,000 home.

  17. Shelby CountyRates per $100 Assessed Value • Real Estate rates will increase from 66.6 to 67.2. • This amounts to a $6 increase on a $100,000 home. • Last year Shelby County increased tax by $24 on a $100,000 home.

  18. Oldham County • Oldham County raised taxes for the first time in three years. • Oldham County increased rates from 66.9 to 68.9. • The increase amounts to $20 on a $100,000 home.

  20. This would amount to a $23 increase on a $100,000 home. • Motor Vehicle Proposed Rate is 47.7 which is the same each year.

  22. Conclusions • The budget is not extravagant and there is always more needs than the budget allows. • The 4% rate is authorized to assist local taxing authorities to cope with price inflation. • By not taking the 4% rate, the District’s finances suffer not only in this year but in future years as well.

  23. I ask for approval of the 4% Tax Rates for the 2010-2011 School Year.
