    3. 3 Provides guidelines for the administration of the Navy Reserve Canvasser Recruiter (CANREC) Program. Applicable to Navy Reserve personnel requesting recall to, and serving on, temporary active duty in the CANREC program. BUPERSINST 1001.40B

    4. 4 Must be a under contract within the following Navy programs: SELRES, IRR and Active Duty. (Important - 31 days must elapse since release from active duty prior to executing CANREC recall). Applicants must meet physical requirements for recall to active duty. All applicants must have negative HIV results (within one year) enclosed with package. Eligibility for CANREC

    5. 5 Enlisted applicants must be eligible to complete 20 years of active duty service prior to age 60. Enlisted applicants must be in permanent paygrade E-4, E-5 and E-6 at time of recall. Excessive visible tattoos are not authorized. MILPERSMAN 1306-964. Eligibility for CANREC (Con’t)

    6. 6 Administrative reduction-in-rate for the sole purpose of recall is not authorized. Enlisted personnel must have sufficient obligated service at time of recall to perform the required initial period of two years. If reenlistment or extension has been initiated within the last 180 days, ensure documentation is included with the application. Eligibility for CANREC (Con’t)

    7. 7 If enlisted through the Advanced Pay Grade (APG) or Other Service Veterans (OSVET) programs, the applicant’s current rate must be permanent. If the applicant is RESCORE-R or CB-VET, they will be recalled at their permanent rate. Officer applicants must be in the grade of Lieutenant or below. Officer must not be in a failed of selection (FOS) status of promotion, nor previously released from active duty as a result of failure of selection for promotion. Eligibility for CANREC (Con’t)

    8. 8 Letter from applicant utilizing enclosure (1) of BUPERSINST 1001.40B for officers and enclosure (2) for enlisted. FIRST ENDORSEMENT from member’s unit Commanding Officer and/or the Operational Support Centers/Navy Reserve Center’s Commanding Officer. Application Process

    10. 10 Packages are forwarded from the respective Recruiting District directly BUPERS (PERS-922 for enlisted) / (PERS-92 for officers) Application Process (Con’t)

    11. 11 5. Packages with discrepancies are placed “ON HOLD” until all supporting documents are received from the respective NRD. A bi-monthly discrepancy report is forwarded to all Chief Administrators (CA) and cc’d to all Executive Officers. Failure to correct these discrepancies in a prompt manner can significantly increase the processing time. Application Process (Con’t)

    12. 12 6. PERS-922 reviews enlisted packages as received to determine eligibility utilizing the applicant’s request, and the Electronic Military Personnel Records System (EMPRS). Application Process (Con’t)

PERS-92 Conducts Recall Boards on officer packages for eligibility determination and selection utilizing the applicant’s request and the Electronic Military Personnel Records System (EMPRS). 8. PERS-922 will send recall orders via naval message on approved applicants to the cognizant PSD, with info copies to the NRD, Region, and CNRC. Disapproved applicants will be notified by naval letter via the cognizant NRD. The New Hire Report will reflect approval/disapproval when received from PERS-922. Application Process (Con’t)

    14. 14 9. PERS-92 will notify CNRC with selection board results. CNRC will notify the cognizant commands. Orders on approved applicants will be sent via naval message. Application Process (Con’t)

    15. 15 (Discrepancies will delay your packages significantly) Medical forms not current. (DD Form 2807-1 must be within 90 days of recall date and DD Form 2808 must be within 5 years) Missing Physical Fitness Assessment (PFA) results. Common Discrepancies

    16. 16 Missing endorsements from the Unit Commanding Officer, Operational Support Center/Navy Reserve Center, NRD. Missing fitness reports or enlisted evaluations. Day-to-day continuity is crucial, ensure no periods are missed. In some instances, day-to-day continuity is not possible. Please explain any gaps in continuity on your endorsement.     17. 17 Incomplete packages are the greatest factor that cause processing delays. Complete packages should be adjudicated within 30 days from NRD’s endorsement. Timeframe of Packages

    18. 18 Anticipate billet openings at your NRD and advertise to your Operational Support Center/Navy Reserve Center, perhaps via their Plan of the Month. Read and become familiar with BUPERSINST 1001.40B. Review and be proactive on weekly discrepancy list. Ensure valid points of contact are listed on all endorsements. Process packages expeditiously.
