  1. SESSION 4. How to assess if progress is being achieved towards objectives by setting and measuring indicators Training on Human-Rights Approach to combating human trafficking for the 2014-2016 National Action Plan (NAP), 7-8 November 2013, Chişinau, Moldova Mike Dottridge November 2013 Email: mikedottridge@btopenworld.com

  2. Aim of the session: to decide what the Permanent Secretariat needs to know during the next Planning period and to identify appropriate indicators and means of verification for the next Plan

  3. REVISITING TECHNICAL TERMS

  4. MONITORING & EVALUATION • Monitoring • Evaluation (sometimes just at the end of a Plan) • Impact evaluation (long-term effects – so could be afterwards)

  5. IN MORE DETAIL • Monitoring outputs: using Output Indictors (‘Progress Indicators’) or asking if planned activity has been finished • Evaluating outcomes/results and assessing their impact: using Outcome Indicators to check what the actual results have been

  6. BUT, TAKE NOTE • Monitoring and evaluating the Plan is not the same as evaluating results of anti-trafficking responses in general

  7. REVISITING THE MODEL THAT FOCUSES ON RESULTS AND MEASURING INDICATORS
