Relevant HLS Experience (Cont’d) Reference 3: DoD & DoT Advance Program Development (CDS2 Supporting Commercial Prime OEMs) • Performed market requirements analysis of RF Sensor design concepts and applications to develop plans for rapid, low cost, low risk approaches to testing technical and market viability of various targeted applications. Market plan used to support Initial Public Offering and Capital Finance Plan. • Performed market research, survey and analysis of multiple user applications, evaluating market feasibility of state-of-the-art, low-cost, high-speed, phase coherent frequency synthesizer. Performed user survey obtaining performance and design requirements, mission applications, system performance and interface requirements and other purchase preferences. • Performed market research and analysis study to assess status and maturity of forward-looking collision avoidance sensors for cars and trucks to measure level of market acceptance, desired performance characteristics, and to identify and formulate strategies to effectively resolve market impediments (i.e., maturity of technology, driver/consumer acceptance, institutional and legal barriers, as well as producibility barriers). Study used by DoT in developing their 5 Year Strategic Plan and in follow-on operational test and deployment plans for Intelligent Transportation Systems technology and products. • Performed market requirements analysis and research to determine specific intrusion detection sensor applications for Departments of Justice, Transportation and Defense. Applications included border, airport and high value asset/facility surveillance and security. Report defined related specific programs, required resources, organizational and environmental factors, market development phases and action. CDS2 supports execution by developing acquisition and contracting approaches, which have resulted in initial funding for both SENTRY and PSRS radar/sensor programs.

These surveys were ultimately used by the customer in developing their technology investment strategy. • Developed draft program acquisition documentation for a Phase III SBIR Program for the Anti-Radiation Guided Missile (AARGM) limited FSD phase. Deliverables included Milestone Planning, Program Acquisition, and Procurement documentation and the contractor team Phase III AARGM proposal. The awarded contract was the largest ($210M) Phase III award made in DoD history. • Entering 10th year of continuous service to this commercial customer. Reference 4: NIH CIO-SP2i (Federal Contract CDS2 Subcontractor Performing Program/Contract Task Management Functions) • Performed functional assessment of the customer’s contract administration and business development processes and procedures to verify suitability under GWAC contracts. • Developed Subcontract Administration, Configuration Management, Quality Assurance, Risk Management, Personnel Recruiting, Training and Retention Program Plans suitable for implementation on customer’s existing and future contracts. • Conducted training to first line managers responsible for contract and task order marketing and execution. • Developed common standards, procedures, guidelines and reporting templates and on-line reporting system (Quality Assurance; Configuration, Risk and Security Management; Cost/Schedule/Performance Monitoring).

This capability reduced development and review times of large and disparate organizations, reducing costs and providing the visibility, status, and baseline accounting of contract/task documentation. • Completed first year subcontract under 10-year contract, hold an average 5-year business relationship with each of the 18-company team members.

Relevant HLS Experience (Cont’d) Reference 5: Various Commercial Projects • CDS2 as a SAIC subcontractor supports Federal, State and Local Intelligent Transportation Systems (ITS) applications and initiatives. CDS2’performed Market Research on the level of acceptance of ITS by Transportation Management Agencies. Market Research was performed to 1) measure the extent to which public transportation agencies employ ITS-type technology, their acceptance and plans for ITS implementation in the near and long term, 2) identify the perceived impacts that ITS is expected to have on the various elements of the transportation system and which transportation agency is responsible, and 3) identify factors likely to facilitate or impede the adoption of ITS for transportation management. CDS2’ first delivery order was to perform initial research of 10-15 regional Intelligent Traveler Information case studies of transportation managers. The project involved the cooperative efforts of the prime contractor, SAIC, the functional lead subcontractor, CDS2, Volpe National Transportation Center, and the targeted regional transportation authorities and agencies. The effort included a study plan, site visits and interviews and the cooperative development of the report and presentation of findings and recommendations. The initial tasking resulted in a study and analysis report that identified opportunities and obstacles that state and local transportation managers face in purchasing and deploying ITS products and identify factors that facilitate or impede local and state deployment of ITS innovations. This study and the eventual national survey helped to provide a cohesive approach for dealing with market and institutional issues and evolving architecture and infrastructure demands on a national basis.

Relevant HLS Experience (Cont’d) Reference 5: (Continued) • Under a subcontract with George Mason University CDS2 provided “Business and Technical Development Assistance” to Protégé (DSR) Information Technology (IT) Technology Applications Group (TAG). Task areas included: 1) assessment of TAG’s technology, engineering, management, marketing and organizational and personnel resources to determine readiness for pursuing leading-edge IT opportunities in the open competitive marketplace, 2) focus development providing briefings and seminars in evaluating market trends and factors effecting TAG’s technologies and markets, 3) strategic architecture defining a multiple-stage evolution for the successful implementation of the TAG’s mission, competencies and product evolutions, 4) market penetration defining the plans, resources and risks involved in penetrating specific market segments, and 5) strategy execution support performing follow-up analysis and support to maximize probability of success in bringing TAG’s IT applications to markets. • Under various commercial contracts, CDS2 performed market research and federal market opportunity identification and development; contractor business and product development process evaluations and enhancement; market strategy development and execution; and strategic partnering including partnership research, development and execution. CDS2 serves as an independent source using a systematic approach in evaluating business processes and practices aimed at addressing the federal market place. Evaluations are made against previously established processes and written procedures where recommended enhancements (towards improving the overall effectiveness and methods for continual improvement of business strategies and practices) can be effectively measured in the ever changing market and regulatory environment.

Relevant HLS Experience (Cont’d) Reference 5: (Continued) • CDS2 provides Foreign Military Sales (FMS) Case Management and follow-on Technical Support of Egyptian Navy and Turkish Navy Class Frigate Program under a subcontract with Northrop Grumman. CDS2 personnel provide support to both Turkish and Egyptian Navy Frigate Programs including configuration management and configuration tracking of available configuration changes to the FOTS Ships. CDS2 personnel provides financial management and management support services including the development of FOTS Project Plan, and project milestones to ensure a Total Package Approach. Services also include procurement tracking and problem resolution, liaison with government activities pertaining to Turkish and Egyptian Navy Frigate FMS cases, attending and contributing to meetings pertaining to Turkish and Egyptian Navy Frigate FMS cases, researching historical files for case presentations and reviews, update and maintenance of FMS MIS with case data. • Performed market requirements, factors, trends and competitive analysis of specific and proprietary WWW-Internet/Intranet Information Management Technologies and Applications. Developed a market penetration plan for rapid, low-cost, low-risk approaches to test the technical and market viability of various targeted applications. Within the market penetration plan defined all related resources, organizational considerations, development staging and risks to manage and continuously measure and assess the viability of each application development.
