  1. GEO Work Plan Symposium 2012 ID-05Resource Mobilization for Capacity Building(individual, institutional & infrastructure)

  2. Scope of Task ID-05-C1 Expected Achievements by 2015 MARKETING = PROMOTION + CAPACITY BUILDING • OPPORTUNITY IDENTIFICATION • BROKERING MECHANISM • AWARENESS RAISING • EARTH OBSERVATION AIDED DECISION SUPPORT • SUCCESS STORIES

  3. Recent Progress and Key Outputs for 2012 (1) INFRASTRUCTURE & DATA SHARING: • Inventory of and reference to free and low-cost open source software CAPACITY BUILDING: • Increased support software providers for capacity building • Capacity building web operational (GEO portal) • End-user target groups aware of earth observation solutions & capacity building opportunities • Success stories on capacity building available & disseminated

  4. Recent Progress and Key Outputs for 2012 (2) SCIENCE AND TECHNOLOGY + USER ENGAGEMENT: • Feedback on funding opportunities, trends and possible application areas • Success stories on research spin-off available and disseminated to key target groups SOCIETAL BENEFIT • Success stories on earth observation solutions in SBAs • Capacity building material on SBAs included in capacity building web • Marketing toolkits for promotion of earth observation solutions in each SBA developed and disseminated

  5. Relationship to, or Support of, 2015 GEOSS Targets: • Catalyze national, regional and global investments in scientific and technological advances and innovative approaches for upgrading and expanding Earth observations; • Build the capacity of individuals, institutions and systems to benefit and contribute to GEOSS, particularly in developing countries; Suggestions for Assessing Progress against GEOSS Targets • To be defined: see also GEONetCab capacity building strategy report

  6. Issues (key impediments to progress) and Gaps + side: GEONetCab project focuses on this task -> will provide platform & tools + side: network established - side: complex issue (very cross-cutting, no standard solutions, serves all GEO-activities) - side: no funding for the activity secured for 2013 and beyond + ??

  7. Linkages with other Tasks; Opportunities for Collaboration; Past and Expected Benefits of Collaboration within and across Tasks • IN-03-C1, IN-04-C2 • ID-01-C1, ID-02-C1, ID-02-C2, ID-05-C2 • All SB tasks: analysis of tasks sheets carried out to identify ‘winners’ and ‘quick-wins’ for this work plan + information exchange of work plan symposium

  8. Recommendations / Ideas for Accelerating Work Plan Implementation • Very open, quick and active information exchange • Adopt buddy system for strong links between tasks • Monitor task links trough implementation boards

  9. Options for Better Connecting Existing Systems (observing, modeling, information) and/or the Outputs of those Systems (data, products, information) • Provide feedback on experiences and requirements of end-users: link with User Requirement Registry

  10. Contributions to the GEOSS DataCORE • Not directly, indirectly through capacity building web

  11. Potential Benefits from a Systematic User Requirements Review • Link with URR on end-users, value chains and capacity building

  12. Current Role of Communities of Practice and Options for Strengthening this Role • Link with CoPs through task links, see above

  13. Ways of Extending Task Participation to Wider (representative) Communities • Spread the gospel outside ‘traditional’ GEO community -> probably no direct participation, but increased interest and matching with funding opportunities

  14. Scope of Task ID-05-C2 Expected Achievements by 2015 • Establish a dialogue between GEO and funding agencies for the research and development needed to fully develop GEOSS and exploit the benefits of GEOSS • Develop means to (i) communicate GEOSS Science & Technology needs; (ii) match research projects with available funding programs; and (iii) support effective transition from research to operations

  15. Recent Progress and Key Outputs for 2012 • Dialog with OECD, Belmont Forum, EC, others • Discussion paper (background information, introduction of 'language', description of the research system etc) • Feed-back from stakeholders at Workshop in Bonn 2011 & Salzburg • Deliverable “Framework concept for European funding agencies” (Egida project) including recommendations for further progression • Best practices • ERA-Net + - invitation to engage GEO community

  16. EU

  17. The Alliance

  18. International coordination Starting point: ERA-Net + Agriculture Health Energy Water Barriers Multidisciplinary Challenges

  19. Relationship to, or Support of, 2015 GEOSS Targets: • Indirect relationship to all targets. • This is enabling rather than directly contributing. Suggestions for Assessing Progress against GEOSS Targets • To be defined

  20. Best practices EU • FP7 • ESRFI The Alliance • The Future Earth

  21. Issues (key impediments to progress) and Gaps • Task Coordinator in transition. • C2 Component organization impacted by GEO restructure • EGIDA is the main (only) contributor • Work was partly in support of STC Roadmap efforts • EGIDA management and EC should discuss, along with IDIB • C2 in need of best practices from GEO Members with • Extensive experience with national R&D funding • Regional experience with key issues (initially water) • Goal is to create a variety of tested options for funding approaches • From Member experience • From examples
